You will serve as an IT SPECIALIST (OS) in the NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will analyze systems requirements in response to business requirements, risks, and costs; evaluate, select, verify, and validate the system software environment. You will update existing policies and procedures as needed to meet new requirements. You will provide technical advice on risks that involves applying analytical processes to the planning, design and implementation of new and improved information systems to meet the business requirements of customer organizations. You will advise management, and technical personnel/customers on current Department of Defense (DOD) and Navy regulations/policies concerning IT operations. You will serve as the IT liaison providing engineering and operational support across multiple divisions and directorates within the organization. You will review system capabilities and proposals for their integration with other programs and provide comprehensive risk assessment, implementing actions to mitigate vulnerabilities.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 441 level A within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Provides technical support for tactical radio and satellite systems, High Performance Waveform (HPW), Motorola WAVE, and Special Operations Forces Tactical Assured Connectivity Systems (SOFTACS). 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Performs duties for the facility. Responsible for the safeguarding and transmission of material. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Manages Microsoft Active Directory objects and group policy, prepares disaster recovery strategies, offers technical support to users, manages Microsoft system updates, and deploys Microsoft operating systems. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Configures, maintains, and troubleshoots VMWare Center and Horizon View virtual environments, Cisco Unified Computing Systems (UCS), and Cisco Virtual Private Network (VPN) technologies. In addition to experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level GS-12 or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Conducting continuous inter-agency coordination at multiple locations to obtain certification for, install, and operate communications systems in facilities while complying with local regulations; 2) Serving as project leader and technical advisor for devising, implementing, and overseeing the information management plan for various Information Technology (IT) service.; 3) Managing and overseeing projects involved with providing administration, operations, and management services to assigned functional programs; 4) Researching and developing subject-matter knowledge.
