About the Position: This position serves as a HR Specialist working on AMCOM command wide multi-disciplinary efforts that involve critical civilian human resource management programs and performance management systems.
The pay band for this position, NH-3, is equivalent to GS-12 through GS-13.
Duties
Serves as a Human Resources (HR) Specialist working for AMCOM with responsibility in the development and issuance of policy, guidance, products, and services that improve professional knowledge and skills of the workforce.
Manage programs that include, but are not limited to, performance management, incentive awards, and other areas of human resource management.
Reviews all appraisals for accuracy and compliance; ensure timely submission; and ensure all employees have been given standards or objectives within the appropriate timeframe.
Manages and provides guidance for the effective implementation and utilization of all assigned performance management systems and advise management on appropriate hierarchical structure.
Interprets and implements fiscal year award guidance from Senior leadership and interprets/implements incentive award guidance as it relates to specific pay systems.
Assures that all policy, regulatory and program issuances are properly integrated and coordinated with other staff actions, and are thereby fully supportive of AMCOM mission requirements, EEO program objectives and the Federal Merit System.

- Must be able to obtain and maintain a Secret security clearance for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

SPECIALIZED EXPERIENCE: One year of specialized experience which includes in-depth technical knowledge of the practices, laws, regulations, policies associated with civilian performance management systems; manage and provides guidance for the effective implementation and utilization of all assigned performance management systems to include DoD Enterprise Civilian Employee Performance Management and Appraisal Program (DPMAP) and Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) and advise management on appropriate hierarchical structure; provides subject matter expertise classroom training to the AMCOM workforce as necessary; maintains, monitors, and updates all facets of performance management programs to ensure AMCOM compliance; proactively uncover and addresses complex issues as related to performance management systems and resolves those conflicts by providing subject matter expertise; reviews all appraisals for accuracy and compliance; and ensures all employees have been given standards or objectives within the appropriate timeframe. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
