This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent will serve as a senior IT Specialist and Configuration Manager, responsible for providing systems analysis for information systems managed within the Acquisition Directorate, USTRANSCOM Program Executive Office.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.
As a IT SPECIALIST (SYSANALYSIS/APPSW) at the NH-2210-3 some of your typical work assignments may include:
Serves as Configuration Manager within the USTRANSCOM Program Executive Office (TRANSCOM PEO-T) supporting the Joint Transportation Management System (JTMS).
Plans, organizes, and controls the JTMS Program Office programs/systems Configuration Management (CM) and Configuration Control (CC) activities within military and government cloud/development operations (DevOps) and data environments.
Evaluates, Monitors, and Manages Program Software Development Progress, and oversees the development of PEO managed systems CM to ensure that software/systems perform in accordance with the functional description and system specification within military and
government cloud DevOps environments.
Serves as technical CM and CC consultant for Software Implementations to local and other DOD agency staff specialists and operating personnel on problems encountered in implementing systems and development of related procedures and proposals

- A certification in Configuration Management is desirable.
- Completion of Professional Military Education (PME) – Senior Developmental Education (SDE) or Joint Professional Military Education (JPME) II is highly desirable.
Qualifications
You may qualify at the NH 3 , if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-2 (GS-) grade level in the Federal service as listed below:
Performing CM and IT systems analysis including applications software concepts, functions, techniques, and capabilities, the feasibility of proposed new systems and applications software projects, and providing guidance on systems development life cycles.
Designing, developing, managing, and implementing systems documentation, system requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, unprecedented design methodologies, data administration, systems integration, and testing.
Knowledge of both military and government cloud DevOps and data environments for alignment and execution of CM activities.
Applying CM and IT information management systems principles for designing, writing, testing, debugging, and maintaining information systems (IS) and applications software.
