This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Ralph H. Johnson VA Healthcare System is recruiting for an ambulatory care pharmacy supervisor who may also serve as PGY1 residency program director (RPD). This position will be primarily located in Charleston, SC at the main medical center and may involve travel to the outlying community based outpatient clinics (CBOCs). This position would also involve maintaining a scope of practice in the ambulatory care setting to provide direct patient care.
Duties include but not limited to:
Responsible for the day-to day operations of the clinical pharmacy services within the Ambulatory Care Section located at the main medical center and community based outpatient clinics (CBOCs).
Responsible for the PGY 1 Pharmacy Residency Program.
Serve as preceptor for PGY1 and PGY2 pharmacy residents and potentially APPE students throughout the year.
Serve as Acting Associate Chief, Ambulatory Care Clinical Services when requested.
Serve as a member of the local Professional Standards Board.
Plan, organize, assign, and review work of subordinates; this includes scheduling of priorities and personnel for the effective completion of pharmacy programs objectives.
Conduct on-going and annual performance evaluation of subordinates. Counsel employees on performance when necessary and/or recognize high level performance as appropriate.
Interview applicants for vacancies, determine their suitability for the position, and make recommendations to the Chief, Pharmacy Service.
Make recommendations for promotion or reassignments of subordinates based upon subordinates' abilities and job performance.
Serve as chair for various pharmacy department meetings (Residency Advisory Committee, Clinical Pharmacy Practice Council).
Create and maintain care coordination agreements (CCAs) and/or service line agreements (SLAs) for clinical pharmacy practitioners in ambulatory care section.
When appropriate, provide progressive discipline to subordinate employees in accordance with current VA personnel policies and practices. Recommendations will be made to the Chief, Pharmacy Service on matters requiring action more serious than that of a reprimand.
Initiate and demonstrates actions to support Equal Employment Opportunity.
Assisting in cost avoidance initiatives as assigned.
Foster and maintain positive relationships with interdisciplinary team members in the primary care service line and at the CBOCs
Ensure compliance with all Joint Commission, V ACO, union contract, EEO regulations, American Society of Health-System Pharmacists (ASHP) and local standards and guidelines as well as federal and state laws as staffing and resources permit.
Maintain effective liaison with all professional and administrative disciplines affecting ambulatory care pharmacy activities.
Ensures that monthly ward and clinical inspections are conducted in assigned areas of pharmacy.
Participate in interdisciplinary medical center committees and patient rounds as a member representing Pharmacy Service. The incumbent serves on quality assurance and administrative investigations when appointed by the medical center director.
Recommending appropriate drug therapy as indicated by P&T Committee approved pharmaceutical care plans. Converting patient specific therapeutic substitutions as approved by P&T Committee.
Provide direct patient care through scope of practice as assigned and relevant care coordination or service line agreements.
Recommending medication dosage adjustments in patients with special considerations such as drug interactions, renal or hepatic insufficiency.
Documenting clinical interventions/suggestions in the patients' medical record.
Evaluating and processing non-formulary medication requests from assigned providers.
Providing clinically appropriate drug information to patients, patient's family members, and medical center staff as appropriate.
Ordering laboratory tests as necessary to evaluate and monitor medication therapy.
Demonstrating the knowledge and skills necessary to provide care appropriate to adult and geriatric patients in his or her assigned unit, area or department.
Other duties as assigned.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
c. Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS 13
(a) Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level.
(b) Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
1. Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following KSAs
a. Ability to effectively supervise staff.
b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
c. Expert understanding of regulatory and quality standards pertaining to pharmacy.
d. Skill in managing people or programs.
