This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Associate Chief , Ambulatory Care Clinical Pharmacy Services serves as a leader with primary oversight of all ambulatory clinical pharmacy programs. The incumbent is responsible for developing and maintaining general and specialized clinical pharmacy services that are in line with Medical Center and VISN 7 programs promoting quality care and outcomes to our Veterans. The incumbent has primary oversight of all pharmacy practice residency programs, including possible program director role. The position is responsible for pharmacy' utilization of resources and budget for the ambulatory pharmacy section and for all human resources actions within that section. The incumbent is a licensed pharmacist with advanced knowledge in clinical pharmacy practice. The incumbent is responsible for providing leadership, planning and oversight for all ambulatory Clinical Pharmacy programs at the Ralph H. Johnson, Charleston, SC VA Health Care System. The Ralph H. Johnson VA Health Care System services more than 75,000 Veterans in a region that includes more than 15,000 square miles. The RHJ VAHCS provides health care services at 7 locations, serving a 21-county area in South Carolina and Georgia, including 6 community-based outpatient clinics in Beaufort, North Charleston, Goose Creek, Hinesville, Myrtle Beach, and Savannah.
Duties but are not limited to:
Strategic planning for ambulatory care pharmacy services with pharmacy leadership and other identified stakeholders.
Oversight of clinical pharmacy provider professional practice, striving for the highest level of outcomes (quality and safety) as well as productivity and efficiency.
Motivates clinical pharmacy provider interest in clinical practice and outcomes research.
Ensure compliance with all Joint Commission, VACO, union contract, EEO regulations, and local standards and guidelines as well as federal and state laws as staffing and resources permit.
Gathers performance improvement statistical information preparing periodic reports on ambulatory and residency pharmacy programs and providing justifications for budgetary, personnel, equipment, and space requirements.
Monitor and maintains appropriate data and prepares reports and correspondence in a complete, accurate, and timely manner.
Plan, organize, assign, and review work of subordinates; this includes scheduling of priorities and personnel for the effective completion of pharmacy programs objectives.
Conduct on-going and annual performance evaluation of subordinates. Counsel employees on performance when necessary and/or recognize high level performance as appropriate.
Ensures all clinical pharmacy providers under his/her purview are involved in projects and programs that seek the highest level of quality, safety, and cost effective care.
Interview applicants for vacancies, determine their suitability for the position, and make recommendations to the Chief, Pharmacy Service.
Maintain effective liaison with all professional and administrative disciplines affecting ambulatory, formulary and residency pharmacy activities.
Represents Pharmacy Service on designated Medical Center committees and potential VISN or National Committees.
Develop, monitor, and maintain effective customer service-oriented pharmacy programs consistent with the Pharmaceutical Care philosophy.
Assists the Chief of Pharmacy Service in the performance of all duties and responsibilities, sharing responsibility for those functions and providing cross coverage as assigned and in the absence of the Chief of Pharmacy.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level.
Assignments. Candidates at this grade level are to be in one of the assignments listed below. . For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
