This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Associate Chief, Outpatient Pharmacy Services is responsible for providing administrative, and clinical leadership to multiple diverse programs at Ralph H. Johnson Charleston, SC VA Medical Center . The incumbent functions at higher level with significant scope of complexity and a high level of administrative independence.
Assigned duties but not limited to:
Responsible for the management of all programs related to outpatient pharmacy.
Monitor and maintain appropriate data and prepares reports and correspondence in a complete , accurate, and timely manner.
Provides advice, counsel, or instructions to subordinate employees on both work and administrative matters.
Reviews all concurrent monitors for outpatient pharmacy as directed by the Chief of Pharmacy.
Supervises the procurement storage, and dispensing of all medications and supplies.
Resolve problems related to patient care. Work directly with nursing and medical leadership on multidisciplinary issues.
Works to ensure compliance with Joint Commission, VHA Directives , union contract, EEO regulations, local standards ,and guidelines as well as federal and state laws as staffing and resources permit.
Formulates long and short term goals for the Pharmacy Service and communicates this to Service Chief. Develops an action plan to accomplish these goals. Prioritizes goals on a yearly, monthly and daily basis to produce the desired results.
Coordinates efforts in maintaining appropriate records and reporting by established due date.
Manages and ensures optimum utilization of all resources. As a fund control point official, contributes to, and complies with all guidelines for appropriate management of the budget.
Serves as a subject matter expert to other facility healthcare staff in monitoring and evaluating healthcare delivery to patients. Assess, plan, and evaluate the scope and quality of pharmacy programs to ensure proper coordination between the delivery of pharmacy services and the overall delivery of healthcare in the facility.
Provides education to health care providers and their support staff regarding medication use.
Keeps abreast of new developments in pharmacy practice and drug therapy by reading pharmacy and medical literature and participating in continuing education programs.
Assess, plan, and evaluate the scope and quality of pharmacy programs to ensure proper coordination between the delivery of pharmacy services and the overall delivery of healthcare.
Work closely with Medical Center Controlled Substances Security Officer to provide training in all aspects of narcotic inspection processes.
Oversee and manage resolution of all discrepancies related to controlled substances.
Serve as coordinator for pharmacy emergency management planning and resources.

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level.
Preferred Experience: At least three years of previous Pharmacy supervisory/management work experience. Five years in hospital pharmacy practice with positions as associate chief, clinical coordinator, pharmacy supervisor or Chief of Pharmacy. Proven track record of active problem resolution skills with demonstrated outcomes. Skilled in interdepartmental relationships wit other programs and services. Experience with data analytics and work measurement.
Pharmacists assigned to this position must demonstrate the following KSAs:

b. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.
c. Skill in utilizing regulatory and quality standards to develop and implement operational programs.
d. Skill in managing multiple and diverse people or programs.
e. Skill in utilizing available resources to support the mission and goals of the organization.
f. Ability to plan, organize, and direct the functions of the pharmacy staff

Physical Requirements: The incumbent's work requires the regular and recurring use of a computer and computer monitor and may experience prolonged periods of sitting, working at the computer, traveling in vehicle. The work may require regular and recurring physical exertion. This position may require light to moderate lifting and carrying up to 44 pounds. Requires routine standing, bending and stooping/squatting. As needed, pushing, walking, standing, reaching over shoulder, use of fingers, both hands and legs or prosthesis required, walking and standing up to two hours per tour, near vision correctable at 13' to 16' to 1 to 4, vision correctable in one eye to 20/20 and 20/40 in the other, hearing aid permitted. Valid Driver's license is required. Must be able to distinguish basic colors with ability to distinguish shades of color. This position may require heavy lifting and carrying, 45 pounds and over. Requires routine standing, bending, and stooping/squatting. As needed - pushing, walking, standing, reaching over shoulder, use of fingers, both hands and legs required, walking, and standing up to four hours per tour, near vision correctable at 13' to 16' to 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other, hearing (aid permitted). The work environment is inside a pharmacy -there may be extremes of temperature, distractions, noise from equipment or patient care activities. May need to handle frozen and refrigerated products. Exposure to negative and positive air pressure rooms is possible. Twisting and grasping of bottles and vials or syringes can occur. Must be able to don and work with protective garments and equipment as necessary.
