About the Position: This position is with the U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research Engineer Lab (CRREL).
This is a Direct Hire Authority (DHA) solicitation to recruit and appoint qualified candidates to positions in the competitive service.
GS 9: $57,118 - $74,250
GS 10: $62,898 - $81,771
GS 11: $69,107 - $89,835
Duties
Perform construction inspection and/or construction management duties involving the mechanical systems in the erection of new structure or major repair of an existing structure.
Develop and prepare design concepts, design studies, maintenance and repair of refrigeration, heating, ventilation and air conditioning (HVAC), plumbing, electrical, and exhaust systems.
Consult with and advise project engineers and others as to the availability of equipment and facilities to support projects.
Support engineering staff in duties associated with space utilization, energy monitoring and real property maintenance.
Approve contract changes to the plans that may alter basic design or involve additional costs.
Conduct on-site pre-inspections and final inspections of construction projects.
Create and update an energy conservation and sustainment plan.
Review architect-engineer and in-house designs.
Develop and administer training.
If selected at the GS 9 or GS 10 level, duties will be performed in a developmental capacity.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.

Minimum Qualifications GS 9:
Specialized Experience: One year of specialized experience which includes: Applying a wide range of technical engineering methods and techniques using pneumatics, mechanics, electricity, refrigeration, and heat to assigned work tasks. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-8).
Minimum Qualifications GS 10:
Specialized Experience: One year of specialized experience which includes: Applying a wide range of technical engineering methods and techniques using pneumatics, mechanics, electricity, refrigeration, and heat; and Developing plans to improve present heating and cooling systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-9).
Minimum Qualifications GS 11:
Specialized Experience: One year of specialized experience which includes: Applying a wide range of technical engineering methods and techniques using pneumatics, mechanics, electricity, refrigeration, and heat; Developing plans to improve present heating and cooling systems; and Preparing report of findings on the effective performance and functionality of mechanical systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-10).
