This position is located in the Operational Delivery and Performance (TOII) organization, Internal Operations Management Office (TOI), Transmission System Operations (TO), Transmission Services (T), Bonneville Power Administration (BPA). A successful candidate will serve as an analyst that delivers capacity management, develops Operations policy, represents BPA at external regulatory utility forums and leads development of strategies and activities in response to emerging utility trends.

Duties

As a Business Analyst, you will: Develops requirements and business rules for reports and/or analyzes responses to internal and external customer requests for operations data and outage or systems data. Documents requirements and supports the creation of data, data analyses or reporting to support internal or external compliance reports for regional entities' reporting requirements for Transmission. Analyzes complex issues related to the categorization of outage information. Works across organizations and with executives to drive policies on reporting and tracking outages within BPA, to regional entities and to National entities. Reviews and assesses report requirements including new report requests, gathering report requirements and analysis, ITOA data audit (data retention, integrity & coordination w/customer) and regulatory indicators. Develops ITOA training and useability including managing course curriculum, coordinating training, managing training documents, managing training SharePoint site and module development. Provide support for ITOA access management including managing policy, process, procedures for submitting requests, managing procedures for ITOA change requests and managing and coordinating change requests. Plans, coordinates, leads, and conducts projects, analyses, and studies to identify and resolve issues in transmission system operations and identifies and proposes solutions to transmission system operations problems. Establishes criteria for identifying and analyzing trends in transmission system operation activities and in measuring organizational effectiveness in achieving objectives and goals. Performs a full range of project management functions. Plans, coordinates, and oversees a variety of projects. Prepares plans, milestones, and schedules. Manages project deliverables and deadlines

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized Experience for this position is defined as: Experience documenting requirements and supporting the creation of data, data analyses, or reporting to support internal or external compliance reports; assisting in developing Integrated Tools for Operations Application (ITOA) training and usability including managing course curriculum, coordinating training, managing training documents, managing training SharePoint site and module development; assisting in establishing criteria to measure organizational effectiveness in achieving objectives and goals. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
