You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of TRIDENT REFIT FACILITY, BANGOR.

Duties

You will review and evaluate budget requests, control and reporting obligations and expenditures. You will perform studies or assist others with full scale studies. You will interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations. You will research guides to locate accounting, budgetary, and financial information. You will prepare financial summaries for use by managers. You will perform cost accounting work in conjunction with accounting systems. You will perform analytical work pertaining to expenditures in multiple automated systems.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-07: 1 year equivalent to at least next lower grade level/band, (GS-05), in the federal service, or equivalent in the public or private sector assisting in performing financial management and budget analysis utilizing automated systems to compile data, develop policies, evaluate budget requests, and respond to inquiries for ensuring compliance with business operations. For the GS-05: 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4 in the federal service, or equivalent in the public or private sector assisting in performing financial management and budget analysis utilizing automated systems to compile data, interpret policies, review budget requests, and assist in responding to inquiries for supporting a department's programs and activities. Education may be substituted for specialized experience as follows:

FOR THE GS-07:
  • Successful completion of 1 full year of graduate level education; or
  • Successful completion of a bachelor's degree with superior academic achievement; or
  • A combination of experience and education as described above that equates to one year of experience
Education may be substituted for general experience as follows:

FOR THE GS-05:
  • 4-year course of study leading to a bachelor's degree
