At the full performance level, duties include, but are not limited to:
The incumbent serves as Senior Vice President and Chief Financial Officer (CFO), as provided in the by-laws of the corporation. The incumbent is the officer to whom the Board of Directors has delegated those powers and duties commonly exercised by the CFO of a large commercial banking institution. The incumbent's duties and responsibilities are carried out under the direction of the Chief Management Officer.
As the principal advisor to the President and Chair and the Board, an incumbent is responsible for providing leadership and direction for the mission, objectives and goals of the Office of the Chief Financial Officer (OCFO). Ensures high-level direction and oversight of programs, organizational structures, and broad policies impacting EXIM. Maintains liaison with OMB, GAO, Treasury, other government agencies, and EXIM's external auditors. Leads the internal working groups, committees, and group meetings. Engages and participates external council meetings and working groups. Provides direction and advice to the various entities and senior leaders within EXIM with respect to their financial management responsibilities.
Other varieties of Agency-wide financial duties and responsibilities including but not limited to: accurate account of all financial transactions and financial management system of EXIM and renders; planning, monitoring and control of EXIM budget; timely and accurate financial reporting to OMB, Treasury and the public; providing technical guidance and presenting financial matters pertaining to EXIM's funds, financial policies, budget and debt collection activities; analyzing EXIM budgetary implications of existing and proposed legislation and Executive Orders; managing EXIM's debt through periodic refunding of matured debt and retirement of instruments of EXIM; developing policies to govern the financial management functions in EXIM; publishing the annual financial and performance report; advising the Chair and other senior officials regarding Congressional testimony related to financial management issues, and representing the Chair at Congressional hearings, if needed.

Qualifications
QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs).
Note: Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of a SES CDP, who meet the professional/technical qualifications requirements will be considered for this position on a noncompetitive basis. Applicants for noncompetitive consideration are NOT REQUIRED to submit a supplemental statement addressing their ECQs. However, they must submit a Standard Form 50, Notification of Personnel Action, to establish proof of eligibility for noncompetitive appointment and submit their most recent performance appraisal, resume, address the professional/technical qualifications and complete the online questionnaire.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in Senior Level (SL) positions and are in addition to the Mandatory Technical Qualifications listed below.
ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to one page per technical qualification. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.
MTQ 1 - Expert ability to management complex financial management, budget, accounting programs for a large, Federal entity, to include responsibility for advising senior officials on financial, budget, and accounting matters, compliant with OMB Circulars.
MTQ 2 - Understand and have a knowledge of the Federal Credit Reform Act of 1990 (FCRA). Demonstrated experience in measuring accurately the cost of federal credit programs, placing the cost of credit programs on a budgetary basis equivalent to other federal spending, improving the allocation of resources among credit programs and between credit and spending programs.
MTQ 3 - Demonstrate experience in leading and managing staff effectively through organizational change and under high pressure while achieving high performance and data-driven results.
MTQ 4 - Expert in collaborating and communicating effectively with various offices and presenting budget deliverables and complexed financial matters to senior officials while ensuring that it supports an agency's strategic plan and annual performance.
