Duties

You will perform the duties of Cyberspace Planner for the JFHQ-C(M) CO-IPE Detachment located at the Special Operations Command Pacific (SOCPAC) which is subordinate to U.S. Indo-Pacific Command (USINDOPACOM). You will serve as a JFHQ-C(M) CO-IPE planner in support to SOCPAC. You will directly engage with O-4/5/6 and GS-13/14/15 from USCYBERCOM, USSOCOM, MARFORCYBER, JFHQ-C(M) and the Cyber Component Command supporting USINDOPACOM. You will remain cognizant of the mission priorities within the SOCEUR, USEUCOM, USSOCOM, USCYBERCOM, JFHQ-C(M), and the Regional Cyber Coordinating Authority and how cyber operations can best support the Commands’ priorities. You will serve as an expert planner, provides advice and assistance SOCPAC in the design, planning, and assessment of cyberspace concepts, objectives, and formulation of supporting plans, including special technical operations. You will plan and develop cyberspace operations to satisfy cyberspace operations requirements in the SOCPAC area of responsibility. You will review standing strategic and operational level war plans and supporting tactical cyberspace plans and prepares revisions or recommends revisions/updates by appropriate action agencies. You will review plans to identify expresses or implied JFHQ-C(M) mission tasks and responsibilities. You will be responsible for planning JFHQ-C(M) or other CMF support in USCYBERCOM, Joint, and when directed, Service exercises. You will participates in the integration of cyberspace operations in exercise design and building cyber related events. You will serves as a JFHQ-C(M) / COIPE representative at conferences, briefings, exercises, planning evolutions, and meetings.

Requirements

  • The incumbent must possess a TOP SECRET/SCI security clearance and Counterintelligence Polygraph is required.
  • Must obtain and maintain NSA badging for NIPR/SIPR/NSANet account and participate in a drug testing program.
  • Must be suitable to be screened and approved to serve in a billet with Special Technical Operations and/or Special Access Programs access.
  • The incumbent must obtain and maintain access to the workspaces of the supported unit.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is not telework eligible.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

You are required to have information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include installing, configuring, optimizing, and troubleshooting network devices while also providing timely and accurate updates. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include providing feedback on network requirements, including network architecture, infrastructure, and routing. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, and responds appropriately. IT-related experience demonstrating this competency include communicating technical matters in writing and orally to facilitate appropriate managerial action and customer understanding. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include identifying, remediating, and reporting on network device vulnerabilities, or troubleshooting major incidents or problems within the network. In addition to my experience demonstrating the four competencies above, I have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by applying methods for evaluating, implementing, and disseminating IT security tools and procedures, sufficient to plan and coordinate USMC offensive and defensive cyber operations. This position is within the Work Category PROFESSIONAL at Work Level SENIOR, Series and Grade GG 2210-13.
