Duties

Serving as a Supervisory Physical Security Specialist GS-0080-14 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is within the Field Security Operations (FSO) Branch, Deputy Chief Security Officer (DCSO), Office of Chief Security Office (CSO) under the Deputy Director's Office (DD) and located in Glynco, Georgia. Typical assignments include: Managing the development and implementation of the FLETC enterprise-wide physical security programs (including all FLETC field sites) in support of security and emergency preparedness activities. Coordinating the creation, development, standardization, and maintenance of the enterprise-wide physical security programs; providing direction, advice, support and coordination to all FLETC stakeholders. Providing input to budget development and managing the deployment of SEM/PHY resources and program planning to support SEM objectives and FLETC and DHS strategic missions. Providing advice, guidance, and recommendations to FLETC senior staff members and the FLETC field sites' security specialists, regarding enterprise-wide Physical Security Program matters and issues. Serving as the principal POC to the FLETC's Inspection Division for addressing all inquiries from the General Accounting Office or the Office of Inspector General relating to all aspects of the FLETC Physical Security Program.

Requirements

  • Must possess and maintain a valid state issued driver's license to conduct official government business.
  • This position is eligible for situational-only telework based on agency policy.
  • Must successfully pass a background investigation to access, safeguard, and store classified national security information on a regular basis; must be able to obtain and maintain a Top Secret (3N - Critical Sensitive, High Risk) security clearance.
  • Travel of 25% or less may be required.
  • Overtime may be required.
  • Shift work may be required.
  • Weekends and federal holidays may be returned.
  • This position is Emergency Essential and required to sustain FLETC’s operations under all conditions, e. g., in the event of a localized emergency situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations
  • Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
  • This position is subject to Lautenberg Amendment. Persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
  • Incumbent will need to meet and maintain all applicable requirements to carry a firearm under 40 U.S.C. §1315. The appointment to this position of a person convicted of state or federal misdemeanor crimes of domestic violence is prohibited.
  • Required to undergo initial and random drug testing for illegal drug use. Employment is contingent upon favorable results.
  • Must be able to meet job-related medical and/or fitness standards. Subject to an initial and annual physical examination that measures visual, hearing, and physical acuity.
  • Must pass an initial pistol firearms proficiency and qualification course. Must achieve an 80% score. Will be re-certified each quarter, during the fiscal year, with a required minimum score of 240 points.

Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Applicants must possess at least one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing duties in physical security related areas (e.g. access control, badging systems, intrusion detection systems, response force/force protection operations, security surveys, and vulnerability analyses/assessments) Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job). Work Environment: While primarily performing supervisory duties in an office setting, the position serves as a federal law enforcement officer and responds to criminal incidents, medical emergency, natural and manmade disasters, and other events on a regular and recurring basis. Work involves moderate risk of exposure to potentially dangerous situations, including performing duties in extreme heat or storm conditions; being subject to physical attack; responding to active threats and critical incidents; and traveling in heavily wooded or sparsely populated areas of campus without immediate support. Physical Demands: This position serves as a federal law enforcement officer responsible for performing and supervising law enforcement and security functions. Work requires the position perform considerable and strenuous physical exertion such as: walking, running, crouching or crawling when responding to active threats or criminal incidents; defending oneself or others against physical attack; subduing criminal suspects who may be uncooperative or physically combative; carrying firearms, first aid kits, body armor, and other equipment for considerable distances and periods during emergencies. Position may be required to drive a government-owned or government-leased vehicle to perform duties at locations on and off-site, including operation of a law enforcement vehicle during emergency response. Intense concentration and performance of duties at maximum capability are required to meet deadlines.
