Duties
This position is located within the Department of the Interior, Office of the Assistant Secretary-Policy, Management and Budget (PMB), Office of Environmental Policy and Compliance, Washington, DC or Lakewood, CO.
At the full performance level GS-12 the major duties of this position include, but are not limited to the following:
Provides reports and recommendations to managers on budget and account status for the Central Hazardous Materials Fund (CHF) and Abandoned Hardrock Mine Reclamation (AHMR) programs.
Directs the preparation of fund allocation charts, tables, and summaries for program managers.
Monitors obligations, carryovers, and undelivered orders in the financial system.
Reviews and analyzes financial plans and funding limitations to ensure obligations, expenditures, and allotments are within the approved budget.
Formulates and executes broad financial plans and policies affecting the authorization and use of funds.
Interprets Departmental, Office of Management and Budget (OMB), and General Accounting Office instructions for application to OEPC allotment and apportionment systems and procedures.
OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

GS-09: $64,957 - $84,441 per annum
GS-11: $78,592 - $102,166 per annum
GS-12: $94,199 - $122,459 per annum
Lakewood, CO
GS-09: $63,271 - $82,249 per annum
GS-11: $76,551 - $99,513 per annum
GS-12: $91,753 - $119,280 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet either A, B or C defined below. If qualifying on education OR combination of education and experience, you must provide transcripts.
GS-09
A. Education: Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to a degree or LLB or JD if related.
OR
B. Specialized Experience:
To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Planning, preparing, analyzing, and monitoring annual and multi-year budgets;
2) Monitoring and evaluating financial program data from various financial systems/sources; and
3) Consolidating financial data to reflect an overview of the financial status of major programs and operations.

C. Combination of education and experience: A combination of specialized experience and education that totals 100% of the experience requirement.
GS-11
A. Education: You may substitute education (education that is directly related) for experience at the GS-11 level if you have achieved: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
B. Specialized Experience:
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Planning, preparing, analyzing, and monitoring annual and multi-year budgets;
2) Monitoring and evaluating financial program data from various financial systems/sources;
3) Consolidating financial data to reflect an overview of the financial status of major programs and operations; and
4) Assisting in the forecasting of long-range funding needs.

C. Combination of education and experience: A combination of education and specialized experience, which when combined, equal 100% of the qualification requirement. Only directly related education in excess of the first two years of progressively higher-level graduate education toward a doctoral or the equivalent graduate degree may be used toward this combination. (example: 2.5 years in a doctoral program (50%) plus 6 months of specialized experience (50%)=100%)
GS-12
A. Specialized Experience:
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Planning, preparing, analyzing, and monitoring annual and multi-year budgets;
2) Monitoring and evaluating financial program data from various financial systems/sources;
3) Consolidating financial data to reflect an overview of the financial status of major programs and operations; and
4) Assisting in the forecasting of long-range funding needs. AND 5) Completing complex budget transactions.
