This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Regions 5 & 7-11, Program Services Branch in Lakewood, CO.
Duties
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
Budget execution monitoring
Budget preparation.
Budget assistance
Planning and performance measurement.
Requirements
- You must be a U.S. citizen
- Subject to financial disclosure requirements. You cannot own any direct or indirect financial interest in a coal mining operation
- Males born after 12/31/59 must be registered for Selective Service or meet an approved exemption
- May be required to successfully complete a probationary period

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-12 you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience: Performing a variety of budget functions involving the formulation, execution and/or analysis of budgets for substantive programs and support activities; applying commonly-used budget and/or finance practices, procedures, regulations, precedents, policies, and guides; reviewing and analyzing financial data; developing spreadsheets, charts, tables, etc.; using automated data processing software programs to accomplish budget/funding tasks; assisting in drafting procedural instructions and policy guidance for use by agency officials in planning and estimating funding needs or assisting in developing price estimates and agreements for reimbursable agreements.

Knowledge and experience in an agency's budget and annual work planning processes from out year budget planning and development to target year budget submission, experience with financial management systems and analysis including activity based cost analysis.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
