You will serve as a Management Analyst in the CORP-41 Division of the Acquisition Dept. in Corporate Operations of OFFICE OF NAVAL INTELLIGENCE.
All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
Duties
You will serve as the BSO15 Authorizing Official for Government Purchase Card (GPC).
You will be responsible for appointing and training GPC card holders and billing officials.
You will develop local procedures in accordance with regulations and provide guidance to GPC program coordinators.
You will perform periodic internal reviews and audits of GPC records and usage and certify the monthly financial institutions official invoice.
You will plan and lead schedule meetings with GPC holders and approving officials to pro-actively address GPC related issues.
You will serve as the local area subject matter expert on GPC specific guidelines and business practices.
You will maintain liaison with appropriate offices to ensure appropriate outcomes and resolutions.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.

- This position may requires a 2-Year DCIPS trial period requirement.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Oversee, implement and manage a Government Purchase Card program, managing multiple GPC accounts and reports program goals and objectives; 2) Appoint and train cardholders and billing officials; 3) Initiate and develop procedures in accordance with regulations and provide guidance to program coordinators; 4) Build and retain GPC files for audit records; perform periodic reviews and audits of GOC records, certifying official invoices, attesting to the accuracy and propriety of expenditures;
5) Plan and lead scheduled meetings with GPC holders and approving officials;
