This position is located at the Department of the Treasury, DAS Information System & CIO. As an IT Specialist (CUSTSPT), the employee is responsible for organizational and business management strategies and processes for the Strategic Planning, Business Process Improvement, Change/Risk Management and Cost/Benefit Analysis for acquisitions. The employee provides authoritative advice and makes decisions to resolve problems not susceptible to treatment by established methods.
Duties
As a/an IT Specialist (CUSTSPT) (IT Acquisition Specialist), you will:
Serve as an IT expert to provide technical support for Department of the Treasury, Departmental Offices (DO), and the Office of the Chief Information Officer (OCIO) in managing day to day control of Information Technology (IT) contracts supporting the Department of Treasury, and its Bureaus including the (Departmental Offices) and the Internal Revenue Service (IRS).
Develop and/or communicate customer support policies, procedures, templates, best practices, and standards; lead/plan activities that result in customer support programs being implemented throughout the organization; develop and manage customer service performance requirements and metrics; and develop/maintain IT contracts and procurement tracking.
Provide leadership and serve as a senior expert to top agency management; advise other IT experts throughout the agency and other agencies on a variety of situations and issues.
Develop overall IT functional and systems requirements and specifications; conduct feasibility studies and trade-off analyses; and develop cost estimates for new or modified procurements and contracts.
Provide advisory, planning, and customer assistance services throughout the lifecycle of procurements for various organizational elements; provide technical leadership on group projects.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement
SPECIALIZED EXPERIENCE:For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Experience planning, coordinating and performing budget formulation, execution, and resource matters for a project or organization according to financial management functions and regulations; AND
- Experience applying contracting officers representative (COR) policies and principles or equivalent; AND
- Experience developing business cases; AND
- Experience leading the support of major Information Technology (IT) projects.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed
below.

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
