You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of PEARL HARBOR NSY AND IMF.
SALARY RANGES
GS-07: $48,567 - $63,137 per annum
GS-09: $59,407 - $77,226 per annum
Duties
You will assist with payroll, accounts payable, and cost accounting functions.
You will identify and research accounting problems and discrepancies, determine if adjustments are needed and apply corrective actions.
You will perform fiscal, accounting or financial management duties such as reconciliation, computation of pay, time and benefits, payroll data corrections and adjustments, and audits.
You will respond to inquiries from employees, supervisors, Human Resource (HR) specialists, financial management specialists and other interested parties and provide excellent customer service.
You will understand and explain regulations and procedures to HR, accounting and finance offices, employees, supervisors, managers, etc.
You will analyze costs and benefits of alternative methods of financial management for programs and administrative operations as well provide guidance and technical direction in resolving difficult or unusual problems regarding time and attendance.
You will utilize administrative and financial management systems including but not limited to SupDesk, Defense Civilian Payroll System, Business Objects and the Self-Service Reporting Tool through Cognos for payroll.

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and evaluating accounting and budgetary data for funding programs to ensure financial obligations and mission objectives are accomplished.
GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector utilizing automated financial systems to analyze and track the accounting and budgetary data for an organization to assure financial actions are in compliance with governing regulations, laws, and policies.

FOR THE GS-09:
Successful completion of a master's or equivalent graduate degree-or-Successful completion of two full years of progressively higher level graduate education leading to such a degree-or-Completion of a LL.B. or J.D., which is related to the duties of this position;

A combination of experience and graduate education as described above that equates to one year of experience
FOR THE GS-07:Successful completion of 1 full year of graduate level education-or-Successful completion of a bachelor's degree with superior academic achievement
