This position serves as a full partner and critical intermediary between the Chief Nurse and the Service Leadership team and is a valuable resource for the Nursing Service. The role involves managing complex computerized databases associated with budgets and financial projects, personnel issues, nursing clinical indicators, equipment procurements, and clinical outcomes to support the Chief Nurses and Administrative Officers in the effective administration and operation of Nursing Programs.
Duties
Major duties and responsibilities include, but not limited to:
Performs a variety of analytical and administrative assignments to assist the Chief Nurse and leadership of the service to improve the productivity and efficiency of the service.
Primary contact for Nursing Service organizing large conferences and meetings and communicating with attendees.
Manages administrative and programmatic services for the office of the Chief Nurse and is a subject matter expert in the preparation of correspondence.
Collaborates and assists with the development, annual updates, and implementation of standard operating procedures (SOP's), policies, and records management for the office of the Chief Nurse and has extensive knowledge in the areas of VAPAHCS administrative policies and procedures.
Serves as a primary contact for the Chief Nurse and related programs on matters related to job openings and recruitment.
Manages timekeeping for the Chief Nurse and staff.
Organizes and manages schedules for multiple providers across various care sites, considering patient care responsibilities, travel, training, and administrative time.
Resolves software and hardware issues experienced by users.
Independently performs the duties as a Personnel Identification Security badge sponsor for the service.
Reviews and assists with all travel request documents for accuracy before routing them to the appropriate personnel and distributing the approvals to the employees after completion.
Manages the procurement of services, products, supplies, and equipment for the Chief Nurse and the nursing programs and services, using the Government Purchase Card in compliance with VA policies and regulations.
Acts as a control point clerk and oversees financial operations for the Chief Nurse.
Responsible for administering nursing-related administrative operations related to Nursing Service and professional personnel.
Leads professional development projects and events as initiated by the Chief Nurse. Manages administrative aspects of the nursing services, resources, and programs for veterans served by VA PAHCS.
Manages the Uniform Allowance (UNA)program, ensuring that uniform allowances are prepared, processed, and submitted to the Financial Services Center for payroll.
Strategizes and/or executes specialized projects for the service, engaging in thorough research and data amalgamation from a variety of sources to bolster service initiatives.
Work Schedule: Monday - Friday, 7:30 am to 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Use of various forms and formats required to complete administrative requirements, including knowledge of Microsoft's Visio formats, Excel formulas, and Word Documents; experience in staff procedures including Human Resources (HR) policies, administrative forms, formats, documentation, reports, file procedures and related requirements for the administration of the Service; experience with regulations, policies and procedures related to purchasing, contracting, time and attendance, travel, records management, payroll, and mail correspondence; apply administrative procedures to administer and monitor service contracts, create Word documents, PowerPoint preparations, and Excel spreadsheets, and in assisting the staff in producing a timely and quality product.

Physical Requirements: Work is primarily sedentary. Work will involve some physical effort such as walking (between different offices, and to/from different areas of the Service), standing, bending, and lifting of light objects (e.g., books, files, papers), and a considerable amount of work on a computer keyboard.
