This position is located in the Office of the Chief, Safety and Emergency Management Service. The duties of the position include assignments that will impact on all divisions and clinics of the VA Palo Alto Health Care System.
Duties
The VA Palo Alto Healthcare System (VAPAHCS) is part of VA Sierra Pacific Network (VISN 21), which includes facilities in California, Nevada and Hawaii. VAPAHCS is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology as well as education and research, Comprehensive health care is provided through primary, tertiary and long-term care in areas of medicine, surgery, psychiatry, physical medicine and rehabilitation, neurology, oncology, dentistry, geriatrics and extended care. The Research and Development Service excels as a leader in the Department of Veterans Affairs. The non-profit corporation, the Palo Alto Veterans Institute for Research (PAVIR), has contributed to making VAPAHCS a leader in research.
VAPAHCS is affiliated with the Stanford University School of Medicine which provides a rich academic environment including medical training for physicians in virtually all specialties and subspecialties. Our Health Care System operates over 800 beds, including three nursing homes and a 100-bed homeless domiciliary - all to serve more than 67,000 enrolled Veterans.

Major duties include, but not limited to:
Provides assistance to Safety Chief, Safety staff, Industrial Hygienists, and Emergency Preparedness staff in managing their Fund Control Points and performing communications and documentation tasks. Education tracking will be done for Health Care System staff for training conducted by the Safety Office. The incumbent is under general supervision and must be able to perform duties that are extremely complex in nature, must also be able to understand how to identify factors/issues and determine their interrelationships is important and requires the incumbent to use independent judgement. Analyzes workflow to determine potential problem areas and makes recommendations to correct these areas and to improve coordination between the various units and/or offices. Identifies and recommends ways of eliminating, combining, simplifying, or improving procedures and processes. Prepares, obtains, and organizes, files, meeting minutes, correspondence, retrieves reports and numerical data for use in preparing status reports, briefings, and presentations. Communicates with internal offices and outside agencies, i.e., T JC, EPA, OSHA, and other medical centers. Garners information from the organizations and agencies and composes, coordinates and prepares responses for the Chief, Safety and Emergency Management and follows up on complaints or concerns. May compose memorandums and draft policies. Assembles reports and documents and prepares handouts for meetings and training programs. The incumbent enters education tracking data for the service, and timecard data for the section staff.

Physical Requirements: The work requires no special physical demands. It may involve some walking, standing, bending, or carrying of light items, and working at a computer/word processor station. The work is performed in an office or similar setting requiring normal safety precautions against everyday risks or discomforts.
Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.

GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience in program administration and management; assistance with day-to-day operational duties; Communicate effectively both verbally and in writing with variety of individuals; Problem solve and apply decision making skills. sustaining processes and procedures to ensure program effectiveness; interpreting, analyzing, and responding to requests for information from internal and external entities; collecting, compiling, managing and reporting program data; preparing correspondence and reports; utilizing automated software (such as Microsoft Word, Excel, etc.).
Typing Requirement: Must be able to type 40 words per minute.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no educational substitution for the GS-07 level.
