This position is in the Office of Performance Analysis and Integrity (PA&I), which is organizationally aligned under the Office of the Chief of Staff, Veterans Benefits Administration (VBA). PA&I develops and maintains VBA's Enterprise Data Warehouse; analyzes data and reports on data to enhance effectiveness and efficiency of agency business operations. The incumbent serves to lead PA&I's Evaluation Analysis team, providing evaluation insights to support VBA programs and initiatives.

Duties

Manage a team of program evaluators, providing guidance, support, and feedback to ensure high-quality evaluations. Develop and implement program evaluation strategies and policies to assess the effectiveness and impact Veterans Benefits Administration(VBA) programs. Collaborate with senior leaders and stakeholders to identify evaluation needs and ensure that evaluations are aligned with program goals and objectives. Conduct comprehensive evaluations including developing evaluations plans, designing data collection methods, analyzing data, and producing reports. Collect, analyze, and interpret data using statistical analysis software. Present evaluation findings to internal and external audiences, effectively communicating complex information in a clear and concise manner. Serve as expert in best practices and emerging trends in program evaluation and apply knowledge to enhance evaluation approach. Review and approve work plans to be accomplished by subordinates. Develop short and long-range plans for staff development. Perform other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2023. The Office of Personnel Management's (OPM's) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Specialized Experience: GS-15: Applicants must have one (1) year (52 weeks) of specialized experience equivalent to at least the next lower grade (GS-14) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position at the GS-15 grade level is defined as: (1) Applying evaluation methodologies including quantitative and qualitative data collection and statisticalanalysis techniques, (2) designing and implementing evaluations for organizational programs, (3) utilizing statistical analysis software (e.g., SAS,SPSS) and data visualization tools (e.g., Tableau), AND (4) defending results of evaluation work to senior leadership, program managers and/or oversight bodies. There is no provision to substitute education for specialized experience at the GS-15 grade level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Education

There is no provision to substitute education for specialized experience at the GS-15 grade level.
