This position is located in the Environmental Management Services at Edward Hines Jr. VA Hospital (578), a complexity Level la VT-IA Facility. The primary purpose of this position is providing administrative support to the Service Manager and performs clerical and assistant duties for the section Managers. Also serves as a primary timekeeper for assigned time and leave units within the Service.

Duties

Participates actively in the management of the Office by performing a wide range of routine administrative and miscellaneous clerical work through use of office automation systems, including electronic mail, word processing, data base and spreadsheet software; preparing documents, statistical reports and correspondence. Reviews outgoing correspondence for procedural and grammatical accuracy, attachments, dates, signature, complete address and correct destination. Prepares new or revised education materials, competency documents, Position Descriptions, Functional Statements, for employee orientation and continuing education, at the direction of program officials. Initiates, signs and follows-up on completion of various types of work orders. Reads directives/instructional materials pertaining to administrative and clerical practice, to be aware of new, revised or amended procedures for technical reports, filing, mail processing, and security procedures. Receives incoming calls, greets applicants and visitors with utmost courtesy and assistance, referring to appropriate persons only those contacts needing their attention or action. Maintains suspense records on all correspondence and action documents for which she/he is responsible, providing necessary follow-up for timely reply or action. Maintains prudent inventory, storage and safe handling of office equipment and supplies, within policy/procedural guidelines, to support the needs of the involved disciplines. The Program Support Assistant is responsible for creating, processing and maintaining attendance and leave records for assigned Time and Leave (T&L) Units within the Division. This includes complex schedules, which provide 24 hour per day coverage seven days every week including holidays. Work Schedule: Full Time, Details available from hiring manager. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of grammar, spelling, capitalization, punctuation and terminology used in office settings. Knowledge of standard office equipment, such as computers, copiers, fax machines, and office automation systems. Knowledge of various office automation software such as graphics or tables to update databases and spreadsheets. Comprehensive knowledge of the Nutrition and Food Service rules, procedures, and operations. Ability to establish and maintain program files and records. Ability to perform purchase card holder duties. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school. OFFICE AUTOMATION: You must have the ability to type a minimum of 40 words per minute and have experience with personal computer office automation software such as: Word, Excel, PowerPoint, Outlook, and/or Spreadsheets. You will be rated on the following Competencies for this position: Attention to DetailClericalTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work area is usually an adequately lighted, heated and ventilated office of medical facility setting. The work environment involves everyday risks or discomforts that require normal safety precautions. It is sedentary but may require some walking, standing, bending, carrying and/or lifting of light items like papers or books. The work requires light to moderate levels/times performing keyboarding to prepare correspondence. The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment.
