The Program Specialist position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Cheyenne VA Healthcare System (CVAHCS) in the Emergency Department (ED). The Administrative Officer supports the Emergency Department Chief with the organization, methods, fiscal budgets, subordinate staff, equipment and service contracts, and data analysis. The incumbent is also responsible for all human resource management for the Emergency Department.

Duties

Duties include, but may not be limited to the following: The incumbent provides administrative support to the Chief of the Emergency Department with the solution of management problems through experience, knowledge, and guidelines provided by VHA Directives, and takes into consideration to develop and recommend solutions. The incumbent develops policies, standard operating procedures, and creates memorandums of understanding for the Chief Emergency Department. The incumbent has a broad knowledge and understanding of the organization and the skills to deal with highly complex situations. Incumbent can perform complex new duties as demonstrated by previous assignment, and completion of such duties and tasks Incumbent works both independently with minimum guidance from the Chief of Emergency Department, conducts projects and assignments that cross organizational lines throughout the facility, to include quality improvement and operational efficiencies Incumbent makes sound decisions affecting internal service line operations, conducts effective and informative studies. Incumbent may also make recommendations to management strategies and methods for accomplishing functions. Incumbent consistently exercises tactful and diplomacy to maintain harmonious working relationships within the departments. The incumbent is responsible for planning, managing, and executing the budget for the Emergency Department. Gathers information and analyzes changing needs, workload, supply utilization, contracted services, staffing, and equipment. Incumbent uses this information to appropriately execute the budget plan as well as project budget needs, potential surpluses, or deficits, and makes recommendations to the Chief Emergency Department on budget reallocations. The incumbent works closely with the Chief Emergency Department, Chief Staff, and other senior leadership to develop short-, medium-, and long-term goals for the program Work Schedule: Monday - Friday, 8:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Subject matter expert in the development, implementation, application, and evaluation of systems and strategies in the areas of leadership development, organizational development, employee development, work climate, learning, succession planning, and workplace assessment. Provides process consultation, task facilitation, action inquiry, coaching, mentoring, and team building for clinical and administrative employees of CVAHCS and oversight of assigned local programs. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have an Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Must submit Transcripts to support claim of meeting education requirement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a sufficient combination of experience at/or equivalent to the GS-09 level or higher and graduate education in excess of the amount required for the next lower grade level, in a field directly related to this position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, but does require some periods of standing, walking and bending. The position requires regular use of typical office equipment including phone, multi- functional device and computers. Work is performed in a variety of office settings. However, there is exposure to communicable disease, physical/verbal abuse from disturbed/distraught patients, family members, and visitors. Safety precautions are necessary. Work also requires frequent travel by automobile between local sites and occasional overnight travel to distant locations.
