You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the PURCHASING REQUISITION OFFICE BRANCH of the PROPERTY MANAGEMENT DIVISION in the CORPORATE OPERATIONS DEPARTMENT NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.

Duties

You will serve as an Approving Official (AO) for the Government Purchase Card for Operating Materials and Supplies of major Programs across the IHEODTD. You will ensure that all purchases accomplished by the cardholders within their cognizance are pre-approved, appropriate, and the charges accurate, in accordance with IOP and its references. You will be responsible for reviewing, verifying, and certifying the monthly Purchase Card statements of the Cardholders under his/her purview. You will facilitate development of user data, proper program documentation, purchase cards and cardholder systems access, and resolution of operational issues and disputes.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-03 (GS-09/10 equivalent) in the federal service or equivalent experience in the private or public sector analyzing purchase card transactions to identify problems and recommend solutions for improving efficiency and effectiveness of an Operating Materials and Supplies (OM&S) procurement program. Education

Successful completion of Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
OR
