Duties
1: As Acting Deputy Director and Technical Director Combat Power, plans, organizes, and oversees the operational activities within the Directorate. Develops goals and objectives that integrate organization and space/cyberspace analysis objectives. Directs, revises, or reviews policies, procedures, mission objectives, and organization design of the Combat Power Staff to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
2. Represents HQ SpOC DCG-O/S3/6 with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other DCGs, OSD-P, Joint Staff, SAF/CN, HQ SF, HQ USSF Staff, HQ SpOC Staff, USSPACECOM Staff, USSTRATCOM Staff, CCMD Staff, ANG/AFRES Staff, HQ SSC, HQ STRATCOM, HQ USAF/A3, SWAC, DCG-O, Space Systems Center (SSC), Deltas 1-9, AFSMO, DISA, NSA, NRO, and other DoD agencies and National Organizations. Represents the directorate at higher levels within the organization and at conferences with USSF Staff, Office of Secretary of Defense (OSD/Special Access Program Control Office (SAPCO), ASD/C3I), National Security Agency, National Reconnaissance Office, and other service and agency members at the 0-6 level to resolve key operational orbital warfare matters and assure concerted action by involved parties.
3. Plans, organizes, and directs the activities of the Combat Power Directorate in applying USSF space/cyberspace operations expertise, developing, interpreting, and implementing policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major space mission and operational plans. Establishes, develops, and maintains effective working relationships HS SpOC Field Commands, USSF, USSPACECOM, USSTRATCOM, and other organizations.
4. Establishes, develops and maintains effective working relationships with Space Deltas to ensure the readiness of capabilities deployed and operationally accepted by the Mission Area Team (MAT). Directs Developmental and Operational Testing, leading to operational acceptance of deployed capabilities. Prepares background papers for briefings, prepares comprehensive analysis of operational integration readiness to include background, OSD and USSF Staff positions on key issues, to sensitize DCG-O and other senior leaders to potential questions/areas of interest. Interacts with technical, professional, and scientific personnel in the research and development community, evaluating requirements and technical risk of proposed systems.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 grade level or NH-3 pay band in the Federal service or equivalent experience in the private or public sector. Examples of specialized experience include: concepts and methodologies and financial management directives, concepts, procedures, guidance, and policy; DoD planning; Budget Estimate Submission Mid Financial Plans in support of major war; Cybersecurity initiatives; Orbital Warfare; Space Domain Awareness & Environmental Monitoring; principles and practices associated with contingency/wartime operations and activities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of USSF, USSTRATCOM, and USSPACECOM functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialized work performed in the subordinate organizations. Expert knowledge of national and international political sensitivities and international treaties relating to development of space tactics and exploitation of space capabilities. Knowledge of the Department of Defense Planning, Programming, and Budgeting-System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM). Budget Estimate Submission (BES) mid Financial Plans in support-of major war, mobilization, and other contingency-and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
2. Knowledge of the policies, principles, concepts, and guidance pertaining to Cybersecurity, Cyberspace initiatives, and Assess and Authorize (A&A) functions; Space Electromagnetic Warfare (EW) systems and their interrelations, systems architecture, and operations concepts for deployment and employment to meet assigned Joint Staff, Combatant Commander, and C2 of Space Forces mission requirements; Orbital Warfare (OW) systems policies, principles, concepts, and guidance pertaining to Orbital Warfare operations, integration points, security strategies and capabilities of interest to DCG-O, HQ SpOC, USSF, and USSPACECOM; and Space Domain Awareness (SDA) & Environmental Monitoring (EM) systems program goals, plans, and policies dealing with the development and operation of command-wide SDA & EM functions and activities.
3. Expert knowledge and experience in planning and programming formulation, and mastery of warfighting space-capabilities and operational background with expert skills needed to integrate those capabilities to current national space-based operational requirements. Knowledge of military service goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to events. Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the PPBS process supports them.
4. Knowledge of the development of system concepts, operational requirements documents, and mission directives and the directives/ regulations/instructions/laws governing these processes and procedures. Knowledge of the principles and practices associated with contingency/wartime operations and activities.
5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing clearly, concisely, and with technical accuracy.
6. Knowledge of safety and security regulations, practices, and procedures.
