The incumbent serves as a Supervisory Mobility Transportation Specialist - Mobility Manager and manages all Veterans Transportation System (VTS) and Beneficiary Travel (BT) Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation.

Duties

Major duties include but are not limited to: Manages the Medical Center's Veterans Transportation Program services under the AD within the VAMC by planning, developing, evaluating, marketing and directing key administrative activities in multiple programs related to transportation system for Veterans, active duty service members, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments. Serves as the the local administrator of the Vet Ride System and is responsible of granting certain delegated access rights to facility staff. Administers all BT transportation related contracts. The program may also provide pre-approved transportation solutions and arrange SMT at the request of VA. Works closely and routinely with other services within the Medical Center, including, but not limited to: Business Office (HAS); Fleet Management; Medicine Service; Social Work Service; Nursing; Voluntary Service; Primary Care, Mental Health, Homeless and Rehabilitation. Responsible for managing the appropriate utilization of the Vet Ride System, including all the Administrative Portal, the web based Veteran Trip Request Portal, the Third Party Contractor Portal and the Special Mode Tracker Module, ensuring all security and compliance measures are complied with by all staff the Mobility Manager authorizes to use the system. Assures scheduling, utilization; and administrative tasks of the Veterans Transportation Program are performed professionally and in a timely manner. Incumbent resolves complex Veteran Transportation issues, including urgent, complex or uncertain transportation needs of Veteran patients with the patients' provider, nursing, family or other medical facilities. Serves as the Subject Matter Expert at the Medical Center and/or VISN and as such is responsible for managing, evaluating, and addressing all patient transportation activity at the site, including Special Mode Transportation, Inter-Facility patient transfers, Discharge Transportation, contract and fee arrangements for patient transportation, BT payments and all associated patient transportation activity. Participates in all mandatory CBO VTP trainings, meetings, conference calls, Program Reviews, VISN and Medical Center VTP Board Meetings, community transportation meetings with State/regional/local transportation coordination organizations and other activities as he/she determine appropriate. Assures that all VTP staff obtains and maintains appropriate licenses, certifications and training appropriate for each position. The incumbent manages administrative requirements for supplies, property and office moves. Performs management and/or program support work, such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, liaison, special projects, or board or committee-related work. Prepares replies to inquiries from Members of Congress, other Government agencies, and VISN Offices. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/25/2023. Time-in-Grade Requirement- Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For this vacancy, applicants must have held grade GS-09 or higher for at least one year to be eligible for the GS-11 grade level of this position. The grade must have been held in the Federal service but may have been in any occupation. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you should provide an additional SF-50 to clearly demonstrate one year time-in-grade. You may qualify based on your experience and/or education as described below: Specialize Experience: You must have at least one (1) full year of specialized experience equivalent to the GS-11 level in the Federal Service that has equipped me with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work required in a Supervisory Mobility Transportation Specialist. Specialized Experience includes but is not limited to Working Knowledge to manage the VTP Program at the facility and VTS Drivers/Motor Vehicle Operators provide safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area. Manages demand against available resources to increase access to medical care through the Medical Centers organic transportation resources. VTS also collaborates with service providers in local communities to serve Veterans' transportation needs. VTS works with a network of transportation options for Veterans through joint efforts with VA's Office of Rural Health and organizations such as Veterans Service Organizations (VSOs) community transportation providers; federal, state and local government transportation agencies; non-profits and Veterans Transportation Community Living Initiative (VTCLI) grantees. The Mobility Manager is the local administrator of the Vet Ride System and is responsible of granting certain delegated access rights to facility staff. Or SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Requires successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist - Mobility Manager position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Or COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist position-Mobility Manager. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
