You will serve as a CONSERVATION RESOURCES PROGRAM MANAGER in the Environmental Business Line ofNAVAL FACILITIES ENG COMMAND MARIANAS.
This position is also subject to a Cost of Living Allowance (COLA) currently set at 12.25%. COLA is subject to change without notice.

Duties
You will serve as the project manager for the National Environmental Policy Act (NEPA) consultations with regulatory agencies.
You will oversee and coordinate review of environmental documents with the natural resources specialists and staff for technical adequacy in complying with NEPA requirements.
You will prepare and negotiate cooperative agreements with other Federal and local agencies regarding conservation, management and protection of Navy activity lands.
You will develop policy and procedures, establish and monitor metrics, coordinate proposals, provide advice and prepare briefs on natural and cultural resources.
You will be responsible for preparation and integration of integrated management plans for natural and cultural resources.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: processing military operations and training, military construction, (MILCON) special projects, master plans, special studies, and site approval actions; preparing and negotiating cooperative agreements with other Federal and local agencies; serving as a technical authority on statutory and regulatory laws pertaining to natural resources, specifically highly sensitive and controversial matters as protection of endangered species, wetlands, and migratory birds.
