SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14 level or equivalent in the Federal service). Specialized experience for this position is defined as:
Knowledge and experience with Federal legislative processes and congressional requirements to include: Experience identifying, documenting, and resolving issues which could warrant congressional or cabinet-level attention; maintaining liaison and representing the organization with congressional committees and with appropriate agency and industry legislative affairs offices; analyzing pending, proposed or recently enacted legislation, Executive Orders, and agency regulations to determine interest or application to the organization's mission and providing recommendations; and assisting senior management with briefings and in contacts with Members of Congress and senior staff.
Additional qualification information can be found from the following Office of Personnel Management website: IOR: Professional and Scientific Positions: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-PROF
Time-In-Grade/Pay Band: Current federal employees must meet time-in-grade/pay band requirements to be eligible for consideration. Applicants who are current Federal employees and have held a GS grade/pay band any time in the past 52 weeks must also meet time-in-grade/pay band requirements by the closing date of this announcement. For an NQ-04 position you must have served 52 weeks at a GS-14 level or equivalent. The grade/pay band may have been in any occupation and must have been held in the Federal service. An SF-50 that shows your time-in-grade/pay band eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade/pay band, as required by the announcement. In this instance, you must provide additional SF-50s that clearly demonstrates the one-year time-in-grade/pay band requirement has been met. We will not make assumptions that this requirement has been met.
