Assists the Child Development Center Director in preparing and submitting annual budgets; in determining requirements for equipment and supplies; in supervising the daily activities for various age groups; in (cont. in Duties)

Duties

(cont. from Summary) ensuring that the facility and grounds are maintained for the safety and health of children and staff; provides input into the selection, training and supervision of staff. Assists the Director with responsibilities of meeting the National Association for the Education of Young Children Accreditation and DoD Child Development Program Certification standards. Also manages the Family Child Care program, with less than 9 homes, to ensure a quality child development program in a safe and healthy environment for children 6 weeks through 5 years of age; and to ensure appropriate recruiting, screening, training, licensing, and monitoring of family child care providers. DUTIES - Exercises supervisory personnel management responsibilities. - In coordination with the CDC Director, enforces Family Child Care Program and Child Development Center management policies and regulations to protect children and the Air Force; initiates inspections of family child care homes, providers, and staff; and analyzes, evaluates, and documents program violations. - Provides and monitors curricula and training for both family child care providers, child development center staff and children; assesses development of children; and pursues parental education and violation and involvement. - Serves as the focal point for the United States Department of Agriculture (USDA) Child and Adult Food Program (CAFP) for the family child care program and child development center. - Performs a variety of duties in support of the Family Child Care Program and CDC to include participation in suitability evaluations, management of resources, establishment and maintenance of a resource-lending program, accomplishment of required reports, creation and maintenance of necessary documentation and files, and carrying out public relations task. - Represents the organization in a variety of installation and functional area activities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A bachelor's degree that included or was supplemented by a major study in education or in a subject-matter field appropriate to the position. The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIANCE--courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You must submit copies of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in managing an entire cycle of operation of an early childhood program, including budgeting; facility management; supply management; program development; implementation; selection, training, and supervision of personnel; and curriculum oversight. My experience has been in group child care or other work that demonstrates my ability to: 1) Manage the operation of a child care center. 2) Select, train, and supervise child care and preschool employees, family child care providers, or other care-giving adults. 3) Develop and implement child development programs, including family day care programs, part-day preschool programs, and before and after school programs. 4) Work with individuals and groups to solve complex problems related to the care and education of children. OR EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional child development theory, methodology, and practices relating to physical, intellectual, social, and emotional development of children at a variety of ages, with a variety of needs, and in a variety of settings. 2. Knowledge of child care regulatory requirements, policies, and practices. 3. Knowledge of work place safety and security regulations, practices, and procedures; and EEO principles and requirements. 4. Skill in educating, counseling, and advising child care providers and parents; assessing training and children's developmental needs; and evaluating qualifications and suitability of child care providers. 5. Skill in compiling, analyzing, and evaluating information; preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining required records; and managing resources to enhance accomplishment of program goals and mission to include the planning for, and directing of, a small function with own subordinate employee. 6. Ability to communicate effectively both orally and in writing. 7. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
