The primary purpose of this position is to serve as a second-level supervisor of a large child development program by planning, organizing, coordinating and overseeing the day to day operation of the child development center through subordinate supervisors and/or team leaders. Duties

(Cont'd from Summary) The early childhood education program is designed to promote children's physical, social, emotional and cognitive growth from 6 weeks to 5 years of age and overseeing the Family Child Care program. The program offers a variety of developmental services through center based programs of full day care, part day enrichment, hourly care, special needs care and supervision of the Family Child Care program. Duties: Plans, organizes and directs the activities of the Child Development Center (CDC) and Family Child Care (FCC) program, ensuring the programs comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents Child Development Center with a variety of installation and functional area organizations. Develops, administers and evaluates an ongoing program of individual and group developmental and education activities for staff implementation and execution. Responsible for the financial operation of the Child Development Center, the facilities, grounds, equipment, health and safety.

  • This is a Supervisory Position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a Degree: that included or was supplemented by major study in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled. NOTE: You MUST submit a copy of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: -- Courses equivalent to a major in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes, (1) Knowledge of personnel management and EEO regulations, policies, and practices as well as those for work place safety and security; (2) Knowledge of principles, concepts, methodology, and practices of child and youth development to manage all operations for a large child development center and family child care program; (3) Knowledge of applicable regulations and policies to ensure family child care homes, providers, and child care center workers are in compliance; (4) Knowledge of criteria, methods, and practices used to evaluate qualifications and suitability of child care applicants and providers; (5) Knowledge of identifying and modifying curricula to meet the physical, intellectual, emotional, and social developmental needs of children. OR EDUCATION: Applicants must have successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You MUST submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You MUST submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional child development theory, methodology, and practices relating to physical, intellectual, social, and emotional development of children at a variety of ages, with a variety of needs, and in a variety of settings. 2. Knowledge of child care regulatory requirements, policies, and practices. 3. Knowledge of work place safety and security regulations, practices, and procedures; and EEO principles and requirements. 4. Skill in educating, counseling, and advising child care providers and parents; assessing training and children's developmental needs; and evaluating qualifications and suitability of child care providers. 5. Skill in compiling, analyzing, and evaluating information; preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining required records; and managing resources to enhance accomplishment of program goals and mission to include the planning for, and directing of, a small function with on subordinate employee. 6. Ability to communicate effectively both orally and in writing. 7. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors or team leaders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
