Duties

Plans, organizes, and oversees the activities of a Child Development Center, ensuring the programs comply with legal and regulatory requirements and meets customer needs. Develops, administers and evaluates an ongoing program of individual and group developmental and educational activities for staff implementation and execution. Responsible for the financial operation of the Child Development Program, the facilities, grounds, equipment, health and safety. Exercises supervisory personnel management responsibilities.

  • The work requires the employee to drive a motor vehicle. Incumbent must possess and be able to maintain an appropriate, valid driver’s license. An annual driving record check is required.
  • Incumbent must be able to obtain Food Handler’s, First Aid, and Cardiopulmonary Resuscitation (CPR) certifications and complete additional training requirements.

  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DODI 3020-42, Defense (cont.)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A bachelor's degree (or higher degree) that included or was supplemented by a major study in education or in a subject-matter field appropriate to the position. The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIANCE -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, such as child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You must submit copies of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management. Knowledge of and the ability to interpret and apply laws and regulations governing child care to include regulatory requirements, policies, and practices. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluate methods and techniques. OR EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to quality for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management. 2. Knowledge of and the ability to interpret and apply laws and regulations governing child care to include regulatory requirements, policies, and practices. 3. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques. 4. Skill in educating, counseling, and advising child care providers and parents; assessing training and children's developmental needs. 5. Skill in effectively organizing and utilizing community resources within the program framework to augment the program to meet installation objectives. 6. Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
