This position is located in the VA Illiana Health Care System, Danville, IL. The incumbent functions as a Health System Specialist to the Chief of Staff.
Duties
The incumbent functions as the primary liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices. Monitors and manages incoming actions and requests for initial.
Duties:
- Conducts special studies and project assignments that cross organizational lines throughout the facility that include quality improvement, customer satisfaction, operational efficiencies, stewardship and employee satisfaction.
- Acts as mediator with service chiefs to resolve differences that would normally require the attention of the Chief of Staff or Deputy Chief of Staff.
- Consistently exercises the utmost tact and diplomacy to maintain harmonious working relationships.
- Facilitates the creation of systems that improve performance.
- Serves as the Contracting Officer's Representative for medical services contracts that are needed across various services.
- Works independently with minimum guidance and is expected to identify and additional functions, reviews needed.
- Prepares selected reports in an accurate and timely manner.
- Consistently maintain confidentiality as numerous sensitive topics are addressed at the top management level of the facility.
- Provide leadership, coordination and technique assistance necessary for effective comprehensive, integrated programs.

Work Schedule: Monday to Friday 7:30am to 4:00pm or 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09, for GS-12 position you must have served 52 weeks at the GS-11 and for GS-13 position you must have served 52 weeks at the 12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-11 Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Specialized Experience includes: Progressively responsible analytical, administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized Experience also includes working with various health care delivery systems, strategic planning process, organizational behavior, financial management, and analysis techniques to predict staffing needs based on workload; Skill in budgeting concepts/procedures.
OR, Education: To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree.
OR, Combination: You must have a combination of specialized experience and education beyond Master's degree.
GS-12 Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized Experience includes: Progressively responsible analytical, administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized Experience also includes working with various health care delivery systems, strategic planning process, organizational behavior, financial management, and analysis techniques to predict staffing needs based on workload; Skill in budgeting concepts/procedures, including an understanding of the principles of cost benefit analysis, cost accounting techniques and methodologies for forecasting various workload. Thorough knowledge of principles of cost benefit analyses in order to analyze the effect of new clinical programs or organizational changes of the medical center's costs and the quality of patient care.
GS-13 Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized Experience includes: Progressively responsible analytical, administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized Experience also includes working with various health care delivery systems, strategic planning process, organizational behavior, financial management, and analysis techniques to predict staffing needs based on workload; Skill in budgeting concepts/procedures, including an understanding of the principles of cost benefit analysis, cost accounting techniques and methodologies for forecasting various workload. Physical Requirements: The work is typically performed in an adequately lighted and climate controlled office, however, visits to other areas may be required. The position requires occasional travel.
