Recruitment/Relocation Incentive is authorized for highly qualified candidates. This position is located in the Office of the Director, at the VA Illiana Health Care System (VAIHCS) 550, Danville, IL, a Complexity Level 3 VHA facility. The primary purpose of this position is responsible for delivering Performance Improvement techniques to a broad array of program and services throughout the Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training.

Duties

Major Duties Include: - Facilitates, coaches, and trains audiences at all levels - Organizes, directs, controls and coordinates group activities in a timely and effective manner - Pulls, isolates and manipulates data to identify root causes of a performance issue - Conducts extensive work in analyzing data and conducting background research - Converts data into numerous formats - Project scope and goals through a collaborative process with leadership - Creates designs of experiment that align to project goals and team development solutions - Provides consultation to executive, service line, and program leadership by leveraging VA data - Prepares complete and fully documented studies for review of work teams, Hospital Committees and top management - Develops and refines information for comprehensive reports - Provides instruction to others on Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies principles. - Develop local data metrics and dashboards to monitor projects or performance benchmarks Preferred Experience: Prosci Trained Work Schedule: Monday - Friday; 8:00am - 4:30pm Telework: Ad-Hoc Position Description Title/PD#: Health System Specialist - Performance Improvement/PD21182A Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. At other times the work is sedentary, requiring the use of a computer.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and Government wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized experience also includes: delivering Performance Improvement techniques to a broad array of program and services throughout a Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training; and advising leadership in the formulation of planning complex facility wide Strategic Plans and facility wide projects in the execution phase of supporting of Strategic Planning. There is no educational substitution for the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
