The employee provides programmatic leadership for medical services to facilitate achievement of the clinical and educational goals and applicable performance measures. This responsibility includes serving as a liaison between the Chief of Staff (COS), Deputy Chief of Staff (DCOS) and the clinical services for various aspects of clinical operations.
This is a temporary promotion or detail opportunity not to exceed 120 days.
Duties
This opportunity may be extended and may be made permanent without further competition.
The individual establishes a collaborative climate between services that promotes optimum patients care. He/she serves as Administrative Assistant to the Chief of Staff in the conduct of activities related to the healthcare facility operations. The Chief of Staff assigns duties to the Health System Specialist to the maximum extent possible in carrying out the administration and management responsibilities of the position. The position provides input in the most complex management deliberations and decisions by performing in a consultation manner.
Duties:
- Conducts special studies and project assignments that cross organizational lines throughout the facility that include quality improvement, customer satisfaction, operational efficiencies, stewardship and employee satisfaction.
- Acts as mediator with service chiefs to resolve differences that would normally require the attention of the Chief of Staff or Deputy Chief of Staff.
- Consistently exercises the utmost tact and diplomacy to maintain harmonious working relationships.
- Facilitates the creation of systems that improve performance.
- Serves as the Contracting Officer's Representative for medical services contracts that are needed across various services.
- Works independently with minimum guidance and is expected to identify and additional functions, reviews needed.
- Prepares selected reports in an accurate and timely manner.
- Consistently maintain confidentiality as numerous sensitive topics are addressed at the top management level of the facility.
- Provide leadership, coordination and technique assistance necessary for effective comprehensive, integrated programs.
Work Schedule: Monday to Friday 7:30am to 4:00pm or 8:00am to 4:30pm

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the 12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

This series has an Individual Occupational Requirement:
Progressively responsible analytical, administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
-Missions, organizations, programs, and requirements of health care delivery systems.
-Regulations and standards of various regulatory and credentialing groups; and
-Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
GS-13 Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill and knowledge of the principles of hospital and health care administration, including an understanding of the various health care delivery systems, strategic planning process, organizational behavior, financial management, and analysis techniques to predict staffing needs based on workload; Skill in budgeting concepts/procedures, including an understanding of the principles of cost benefit analysis, cost accounting techniques and methodologies for forecasting various workload. Thorough knowledge of principles of cost benefit analyses in order to analyze the effect of new clinical programs or organizational changes of the medical center's costs and the quality of patient care; Skill of clinical practices and medical care terminology to communicate effectively with staff and top management, and to understand the objectives, organization, and procedures of various clinical services. Skill to analyze and recommend solutions to the problems which arise at a complex medical center.

Physical Requirements: The work is typically performed in an adequately lighted and climate controlled office, however, visits to other areas may be required. The position requires occasional travel.
