The HCHV Supervisory Social Worker is responsible for the professional and administrative management of the Health Care for Homeless Veterans (HCHV), and Outreach programs at a highly complex Level 1-B facility in one of the country's largest metropolitan areas which supports six (4) Community- Based Outpatient Clinics (CBOCs). The Supervisory Social Worker is responsible for direct supervision of a significant number (20) of professional staff.
Duties
The Supervisory Social Worker is responsible for developing, planning, administering and managing Social Work Services for the specialty programs within HCHV: Grant and Per Diem, Homeless Primary Aligned Care Team (H-PACT), Homeless Walk-In Clinic Services, Community Outreach (including six counties in Northwest Indiana), and Case Management. The incumbent supervises staff stationed at the main campus, as well at the Adam Benjamin, Jr. CBOC in Crown Point, Indiana, and those that function primarily in the community (Veterans Village in Gary, Indiana) and rural areas (Outreach in Northwest Indiana). The incumbent is designated as a "Homeless Champion" for the medical center, responsible for monitoring the facility's strategic Operational Plan to End Homelessness and completing/updating the Gap Analysis. The incumbent is a medical center Point-of-Contact (POC) for the National Call Center for Homeless Veterans and responsible for establishing and implementing local policies and procedures, education and training of medical center staff, monitoring of referrals and responses and for performance improvement. The incumbent is a POC for Project CHALENG (Community Homelessness Assessment, Local Education and Networking Groups) and is responsible for completing the annual facility POC CHALENG survey along with coordinating the administration of the annual survey for homeless and formerly homeless Veterans, community-providers and VA staff serving homeless Veterans. Incumbent is responsible for participating on the local Stand-Down Planning Committee and serves as a key chairperson on Stand-Down subcommittees. The incumbent is responsible for ensuring required annual Homeless Summit and annual CHALENG meetings occur with community provider participation. The incumbent is the medical center POC for and coordinator of the annual Homeless Point-In-Time Count.
The incumbent designates program priorities and objectives, supervises Social Workers and other staff assigned, and is responsible for evaluating the performance of the assigned staff; The Supervisory Social Worker makes independent professional decisions and recommendations with infrequent recourse to supervisory. He/she also serves as a Fiscal Control Point Official for several control points. The incumbent is responsible for consistently meeting all National Homeless Performance Measures and Monitors and for timely and accurate reporting of data locally, to the Veterans Integrated Service Network (VISN) and nationally.
The incumbent serves as the liaison to other Services or Care-lines, facility Director, Deputy Director, and other facilities, VISN offices, NEPEC and VHA Central Office. Additionally, the position serves as a consultant and advisor to subordinates, peers and administration. The Supervisory Social Worker is responsible for meeting CARF and Joint Commission standards and for successfully passing CARF and Joint Commission surveys and serves as the Social Work Service CARF committee lead.

Qualifications
Basic Requirements: The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. (License Required)
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services by supervised social workers.
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
(f) Ability to provide staff training and development.
Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs).
