The HCHV Supervisory Social Worker is responsible for the professional and administrative management of the Health Care for Homeless Veterans (HCHV), and Outreach programs at a highly complex Level 1-B facility in one of the country's largest metropolitan areas which supports six (4) Community- Based Outpatient Clinics (CBOCs).
Duties
Major Duties:
Ensures that essential Clinical Social Work functions are provided within the HCHV Program.
Develops procedures and provides oversight for the coordination of HCHV social work services and deployment of HCHV social workers during disasters, drills and emergency situations.
Directs and guides various mental health disciplines within the HCHV program to assure efficiency, including the scheduling of activities, the redesign of workloads, daily monitoring of the operations of the program, and feedback to staff about performance within the context of program evaluation and measuring outcome of services provided.
Formulates, interprets, and implements policies and procedures pertaining to quality care in the HCHV program to assure compliance with internal and external performance standards.
Advises the Social Work Chief on relevant programmatic issues with recommendations for improvement in service delivery.
Maintains liaison with local, state, and national organizations related to care of homeless Veterans.
Responds to formal Congressional Quality of Care and White House Hotline inquiries on specific patient care issues within the program.
Coordinates annual internal, external and Veteran consumer satisfaction surveys following VHA guidelines, analyzes and reports data and develops/implements any follow-up action plans.
Attends Community, Facility, VISN and VHA meetings/conference as requested, either as consultant or member.
Drafts Social Work Service policies to provide staff accurate, current procedural information, instructions, guidelines and resources.
Drafts assigned Medical Center policies, conducts gap analyses, and institutes necessary revisions.
Recommends the appropriate number and type of HCHV staff.
Recruits qualified social workers and other program personnel.
Participates in interviewing, selection, and orientation of social workers.
Oversees orientation for clinical staff regarding Social Work functions.
Participates in the oversight of facility Social Work, clinical privileging/boarding/scope of practice processes.
Tracks required licensure and/or certification for all social workers, including continuing education requirements, license renewal, and other requirements that social workers must meet to deliver appropriate care, in collaboration with Human Resources and CARE accreditation.
Assists with credentialing, including primary source verification of degree and license or state certification as appropriate.
Assesses the continuing education requirements of HCHV social workers.
Provides opportunities for professional continuing education through journal clubs, case presentations, workshops, and conferences.
Selects social workers to serve as field instructors in the HCHV program.
Provides professional, clinical, and administrative supervision.
Oversees the professional practice functions of assigned staff.
Develops functional statements and position descriptions.
Develops and completes competency assessments.
Mediates professional and HCHV conflicts regarding Social Work professional roles, continuity of care and quality of care, including referral of Veterans across service or care lines during episodes of care.
Consults with other Services, program managers or care line managers regarding issues pertaining to Social Work functions.
Plans and assigns work to be accomplished by subordinates, sets and adjusts short-term priorities, prepares schedules for completion of work, sets clear expectations for quality of deliverables.
Ensures all practices are in accordance with Master Agreements of American Federation of Government Employees (AFGE), National Nurses United (NNU), and Service Employees International Union (SEIU) unions.

Basic Requirements: The following are the basic requirements and qualifications for appointment as a Social Worker in the Veterans Health Administration (VHA).
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
Education Requirement - You must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Note: Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree. Transcripts Required
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going tohttp://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Grade Determination: GS-13 Grade Level:
Experience You must possess one year of experience equivalent to the GS-12 grade level. Examples of specialized experience include, but are not limited to: Having significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level (or equivalent) and below; responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities; providing direct clinical services with or without program coordination responsibilities. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment.
Licensure: Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Copy of Licensure Required.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, you must demonstrate the following Knowledge, Skills and Abilities:
Ability to independently organize work, set priorities, and meet multiple deadlines.
Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
Ability to ensure provision of clinical social work services by supervised social workers.
Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
Ability to provide staff training and development.
Experience is only creditable if it is post-master's degree experience as a professional Social Worker directly related to the duties performed.
