The primary purpose of, LEAD MANAGEMENT AND PROGRAM ANALYST, NH-0343-03, is to serve as a Team Lead Human Resources Liaison (HRL) and senior subject matter expert responsible for leading a team comprised of four or more HRLs. Performs official team leader duties utilizing a variety of coordinating, coaching, facilitating, consensus building, and planning techniques.
Duties
Serve as Team Lead, responsible for performing technical and administrative team leader duties.
Exercise team lead responsibilities on a continuous basis over at least four HRLs within the immediate organizational element.
Serve as a project lead/manager, conduct analytical studies within the organization to assess and determine opportunities for process improvements related to manpower and resource requirements determination studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency
Prepare, receive, review, integrate and control a wide variety of data and documents pertinent to HR programs, projects, and civilian employment plans.
Maintain program and administrative reference materials, project files and relevant back-ground documents and make available policies, procedures and written instructions from the supervisor, maintain current knowledge to answer questions from team members on procedures, policies, directives, etc.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management .
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). . Specialized experience is described as: utilizing a variety of coordinating, coaching, facilitating, consensus building, and planning techniques; provide strategic planning recommendations to improve mission effectiveness, resource efficiency and resource savings in addition to training team members and monitoring tasks to meet timelines established by leadership; oversee and execute team projects, assignments and studies encompassing all facets of organizational manpower and personnel requirements, to include but not limited to attrition trends, turnover, vacancies, recruitment, position requirement accuracy, establishment and revision of position descriptions, alignment of positions, functions, and work processes. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge and skill in gathering and assembling required information in order to apply analytical and
evaluative techniques to the identification, consideration and resolution of issues or problems concerning
efficiency and effectiveness of program operations to devise organizational structuring options for complex,
diverse organizations.
2. Extensive knowledge of the operations, missions, services, needs and goals of the organization and Center.
3. Knowledge of manpower and personnel laws, regulations, policies, and precedents that effect human
resources.
4. Knowledge of an extensive body of civilian and military HR rules, procedures and operations sufficient to
provide comprehensive advice to management on a variety of issues, interpret regulations and union contracts,
monitor and track requests for personnel actions, and ensure forms for civilian pay actions are submitted for
in-processing and out-processing employees and comparable actions.
5. Skill in gathering, assembling and analyzing facts; drawing conclusions; devising solutions to problems;
identifying changes and trends; and preparing and presenting briefings and reports.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
