This position is located in the United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS), Office of the Administrator (OA), Compliance and Security Division located in Washington, DC.
The incumbent provides support to the Senior Director, Director, and the Security Officer, on a variety of matters critical to the agency's Security and Emergency Preparedness Programs.
Duties
The duties may include, but are not limited to:
Executes the day-to-day responsibilities of the Personnel Security program.
Assists in the development of electronic/on-line training modules to facilitate the briefing process for employees holding national security clearances.
Conducts on-site Information Security reviews to ensure FAS national security information is being handled, maintained, communicated and destroyed in accordance with prevailing USDA regulations and Executive Orders.
Develops investigative plans, gather documentation, conduct interviews and prepare highly detailed reports of investigations summarizing the factual evidence obtained in response to the allegations under review.
Assists the FAS Security Officer to update, revise, and improve plans based on organizational or technological changes and other developments.
Undertakes special projects and assignments related to security and emergency preparedness matters.
Conducts special reviews or investigations, prepare briefing materials and correspondence, or participate in special interagency security program activities.
Requirements
- You must be a US Citizen or US National.

- Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
- Selectee must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates experience:
Gathering information about room and/or building configurations;
Reviewing the adequacy of personnel investigation reports, AND
Preparing information about document inventory and marking procedures to indicate the level of security.
OR
Education: Ph.D. or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Criminal Justice, Criminology, Personnel Administration or any other major that relates to the position.
OR
COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates experience:
Developing alternate security plans for a facility that describes the options in levels of protection;
Adjudicating security clearance requests that involve a mixture of such things as, derogatory information, applicants or employees with hard-to-get skills, and management willingness to accept a nominal security risk;
Defining information storage requirements that involve a mix of classified information requiring separate controls for access; AND
Developing security plans involving protective systems for communications, facilities requiring separate security considerations within an established physical and/or information security protection system.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
