You will serve as a SECURITY SPECIALIST in the Security and facilities Department of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status. This job opportunity announcement has a first cut-off 50 applicants. Duties

You will interpret, formulate, and implement regulatory guidance for classification management and safeguarding requirements. You will conduct review and damage assessments. You will resolve classification and declassification problem areas and advice technical personnel on classification requirements for program and projects. You will provide technical assistance in the procurement of classified destruction equipment. You will review solicitation and contract documents to ensure they include the appropriate security clauses and language. You will advises contractor personnel in the development of security procedures.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • You will be required to obtain and maintain an interim and/or final Top Secret (SCI) security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be subject a Counterintelligence-Scope (CI) polygraph examination.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:Developing procedures for the classification and protection of classified national security information and controlled unclassified information; AND analyzing or conducting security vulnerability assessments that pertain to security violations, sanctions and/or remedial actions. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:Assisting with analyzing security requirements and methods that cover multiple security objectives to include information, and industrial security programs. Education

GS-11: In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on equivalent education, as follows:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
OR
Combination of experience and education that equates to one year of experience.
