You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of PEARL HARBOR NSY AND IMF. A Cost-of-Living-Allowance (COLA) of 10.28% will be added to the stated salary. PAY RANGE: GS-09: $59,407 - $77,226 GS-11: $71,877 - $93,437

Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will present and defend budget estimates before authorities. You will implement legal and regulatory controls over approved budgets. You will control and report obligations and expenditures. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. You will utilize administrative and financial management systems such as but not limited to SABRS (to include Budget module), COST, MAT, MRQT, and Business Objects. You will perform fiscal, accounting or financial management duties. You will analyze costs and benefits of alternative methods of financial management for programs and administrative operations as well provide guidance and technical direction in resolving difficult and complex issues.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Per E.O. 14043, selectee(s) must be fully vaccinated for COVID-19 by 11/22/2021 or date of employment (which ever comes later) except in limited circumstances where an exemption is approved due to a disability or sincerely held religious beliefs.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Qualifications for the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector performing financial planning, analysis, and formulation for a program, and providing financial management analysis and advice in support of program management and resource planning. Qualifications for the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector, and formulating budget and estimates and utilizing an automated financial system to create reports on financial obligations and expenditures. Education may be substituted for specialized experience as follows:
GS-11:
  • successful completion of a Ph.D. or equivalent doctoral degree.\; or
  • successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; or
  • successful completion of an LL.M. degree that is related to the position being filled; or
  • a combination of experience and graduate education as described above that equates to one year of experience

GS-09:
  • successful completion of a master's or equivalent graduate degree; or
  • successful completion of two full years of progressively higher level graduate education leading to a master's degree; or
  • successful completion of an LL.B. or J.D. that is related to the position being filled; or
  • a combination of experience and graduate education as described above that equates to one year of experience
