The primary purpose of this position is: To serve as Diplomatic Clearance Specialist subject matter expert (SME) for the HQ AMC diplomatic clearance function. Ensures standardization of aircraft clearance request methods are maintained for AMC, the Air National Guard, and Air Force Reserve supporting AMC's global mission.

Duties

Serves as the primary shift Subject Matter Expert (SME) for AOC operations officers on all international diplomatic overflight and landing clearances in sovereign national airspace. Communicates verbally, and in writing with US Embassy Defense Attaché Officers and other key personnel within the command's area of responsibility in order to secure international diplomatic permissions for AMC, Air National Guard, and Air Force Reserve, and other command aircraft supporting America's global mission. Provides advice and assistance to Command leadership on branch processes and performance/efficiencies, and serves as the subject matter expert and management's technical assistant for all concerns pertaining to obtaining diplomatic overflight and landing clearances of foreign countries. Maintains quality control of international diplomatic clearance requests and aircraft requirements. Maintains a comprehensive working knowledge of applicable publications required to conduct the diplomatic clearance process.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Incumbent may be required to work overtime and/or work on holidays as stated by mission requirements.
  • Incumbent may serve as the shift subject matter expert; incumbent may be required to work rotating shifts.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Comprehensive working knowledge of a wide range of diplomatic clearance procedures, concepts, principles, and practices, and significant expertise in overflight rights/agreements for sovereign governments worldwide; Broad knowledge of the command's plans, concepts, operations, policies, and missions worldwide and a complete status of the world's international political-military relations/environment with regard to the command's mission, to resolve difficult and/or complex issues regarding diplomatic clearances for such aircraft operations as priority lifesaving, national security, humanitarian relief, etc.; In-depth knowledge of air navigation, international flight rules and regulations, the international air route structure, flight characteristics and systems of AMC aircraft, computerized flight plans, familiarization with the AMC's channel operations, and knowledge of exercise and contingency operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DOD, Air Force, AMC, USTRANSCOM policies, procedures, directives, and other applicable laws, regulations, and instructions as they pertain to international diplomatic clearance procedures. Knowledge of flight operations, airfield information and restrictions, en route supplements that apply to aircraft performance capabilities and limitations such as runway length, load bearing capability, and types of fuel available. Know of flying instructions, Flight Information Publications (FLIP), guidelines and worldwide route planning; ability to operate computer systems such as Global Decision Support Systems (GDSS) and Automated Personnel and Aircraft Clearance System (APACS). Knowledge of Air Force and command level directives, plans, instructions, and processes including those related to the handlings of hazardous cargo. Skill in conducting studies, reviews, analyzing and assessing program operations using qualitative and quantitative techniques measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. Ability to effectively communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
