The VISN 8 Director's Office is recruiting to fill the Program Specialist (Accreditation Project Manager) position. The Program Specialist (Accreditation Project Manager) manages all aspects of the Field Accreditation Services (FAS) Program, accrediting activities for all medical centers within VISN 8, VISN 8 office as well as their respective Satellite and Community Based Outpatient Clinics and Community Partners.
Duties
Duties consist of the following, but are not limited to:
Administers and resolves policy and program issues associated with all accreditation activities in VISN 8.
Provides guidance, advises and coordinates with VISN 8 liaisons to ensure proper communication and dissemination of accreditation guidelines and changes in guidelines.
Serves as an accreditation specialist on various workgroups.
Ensures adherence to all ethical standards as set forth by accrediting bodies for VISN 8 educational activities.
Performs problem analyses, training situation analyses, and job-task analyses to support the functional design and development of training, e.g. development of statement of work.
Provides educational expertise during design and development phase to program planning ensuring that content and assessment is appropriate, technically correct, and adheres to the accepted professional standards.
Manages activity data by tracking each activity title, date, hours of instruction, number of attendees and evaluation outcome via Field Accreditation Services (FAS) Intake Site.
Maintains FAS and other accredited training course attendance records and ensures completion of training is properly recorded.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8am - 4pm

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09; for a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-11 Requirements
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) administering and resolving policy and program issues associated with all accreditation activities; (2) demonstration of continuing education and accreditation with experience submitting applications for accreditation with ILEAD; (3) coordinating and collaborating with ILEAD to assist providing Agent In Place training across VISN 8; (4) functioning as a project manager to plan, manage time-lines and work products of a multidisciplinary team of interdepartmental subject matter experts and media specialists for training development.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D., equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: This education must have been obtained at an accredited college or university.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year as described that demonstrates your ability to perform the duties.
GS-12 Requirements
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) administering and resolving policy and program issues associated with all accreditation activities; (2) demonstration of continuing education and accreditation with experience submitting applications for accreditation with ILEAD; (3) coordinating and collaborating with ILEAD to assist providing Agent In Place training across VISN 8; (4) functioning as a project manager to plan, manage time-lines and work products of a multidisciplinary team of interdepartmental subject matter experts and media specialists for training development; (5) working closely with other discipline specific accreditation specialists, including Institute for Learning Education And Development's (ILEAD) Field Accreditation Service (FAS) personnel, to obtain information and data to complete and submit those accreditation renewal applications and/or annual reports.
Preferred Experience:
Completion of Agent In Place (AIP) training for Field Accreditation Service (FAS) with ILEAD.
Experience in involvement with Florida Board licensure renewal programs supporting provider licensure requirements.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Approximately 90 percent of work is performed while sitting at a desk in the office and at conferences, briefings, meetings, classrooms and the equivalent. The work is primarily sedentary but may require prolonged standing, limited moving of furniture and lifting moderately heavy objects, such as boxes of student materials. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Approximately 10 percent of work involves travel to various hotels, conference space and VISN 8 facilities.
