About the Position: This is a Realty Specialist, GS-1170-09/11 position with the U.S. Army Corps of Engineers, Southwestern Division (SWD), Fort Worth District, Real Estate Division, Acquisition Branch.
Position may be filled as a temporary promotion by a current permanent Army employee. Temporary promotions may be extended up to a maximum of 5 years and may be made permanent without further competition.
Duties
Represent the Fort Worth District in the acquisition of real property and real property interests for both civil and military projects.
Responsible for receiving, planning, organizing, and accomplishing assignments in the acquisition of real property and interests in real property.
Negotiate with individuals, corporate entities, and government agencies in situations involving the acquisition of real estate including permits, licenses, mineral interests, donations, leases, easements or fee title to property.
Conduct research to develop rental determinations to establish fair market rentals.
Perform a variety of leasehold inspections to determine lessor compliance, damage assessments, preparation of leasehold modifications or upgrade plans, work completion, and acceptance of space.

Current Department of Army Civilian Employees
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-09:
One year of specialized experience which includes 2 out of 3 of the following: 1) Planning leasing services requirements and acquisition of properties for real estate projects; OR 2) Creating inspection reports on leasing and acquisition activities; OR 3) Preparing various documents involving the acquisition of real estate and real property interests. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Management, or Real Estate.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-11:
One year of specialized experience which includes at least 2 out of 3 of the following: 1) Coordinating the purchase or leasing of real estate interests for military or civil works projects; OR 2) Negotiating with property owners involving the acquisition of real estate interests for military or civil works projects; OR 3) Participating in meetings to discuss real estate issues, actions, or plans related to military or civil works projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Management, or Real Estate.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
