You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST in the COMMAND REVIEW AND INVESTIGATIONS DEPARTMENT for the COMMANDING OFFICER of NAVSURFWARCEN IH DIV. This position is equivalent to the GS-13/14 level. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $128,043).

Duties

You will serve as the program lead coordinating and executing the Commanding Officer's Command Evaluation Program. You will be the command evaluation technical expert and is the lead resource to conduct and/or oversee command reviews. You will the scope and methodology for each integrated internal economy and efficiency review of command operations, programs and projects in accordance with Federal criteria to determine compliance with laws, regulations, policy and instructions. You will examine management controls, practices, and procedures to detect deficiencies, improprieties, and to provide recommendations to correct conditions that adversely affect mission accomplishment or the economical use of Command resources. You will provide expertise and solutions to leadership and colleagues, in the office and throughout the command, on review findings. You serve as Command representative on working groups/panels at higher echelons to formulate/recommend policies and procedures for the overall command review program. You will assist the command audit liaison when dealing with outside audit agencies. You will assist in fraud, waste, and abuse investigations, gathering information about the allegation (e.g., for claims involving time and attendance abuse), and reporting information to the investigator for action.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade NT-04 (GS-11/12) in the Federal service or equivalent experience in the private or public sector analyzing and evaluating management processes or systems to identify problems related to waste, fraud, abuse or mismanagement and recommend solutions for improving the efficiency and effectiveness of program operations.
