Duties

This Supervisory Federal Air Marshal position is located in the Transportation Security Operations Center (TSOC), Flight Operations Branch, Flight Operations Division, Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). The LE/FAMS promotes public confidence in our Nation's civil transportation systems through effective risk-based strategic deployment of Federal Air Marshals (FAMs) and other LE/FAMS law enforcement resources in both air-and land-based mission assignments aboard U.S. air carriers, and in airports and other transportation modes within the Nation's general transportation systems. As the Deputy Supervisory Air Marshal in Charge, the incumbent will perform the following duties: Serves as a Deputy Supervisory Air Marshal in Charge (DSAC) responsible for leading, directing, planning, and coordinating activities and operations for designated Supervisory Transportation Security Specialists and Supervisory Federal Air Marshals. Manages day-to-day operations to include the oversight of all subcomponent managers in coordination of transportation security activities. Plans, develops, and directs overarching strategies and goals for the operations and staff. Coordinates with management on misconduct investigations, ensuring that those investigations are completed in a timely and efficient manner; partnering with TSA Investigations on serious misconduct and criminal matters that warrant investigation outside of the LE/FAMS. Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. Supervisory/Managerial responsibilities include: strategic planning, communicating the organization's vision and objectives; setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organization units, managers, and employee. Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience is defined as: Applying knowledge of TSA LE/FAMS law enforcement focused Concept of Operations, standard operating procedures, tactical response protocols, training curriculum and delivery methods; and Applying knowledge of law enforcement functions, laws, policies, and procedures and the functions and jurisdictions of other Federal, State, and local law enforcement agencies; and Performing a variety of supervisory duties and responsibilities sufficient to direct the work of subordinate managers, Federal Air Marshals, and field office program support staff. LAUTENBERG AMENDMENT: This position may require the selectee to carry a firearm. Any person who has been convicted of a misdemeanor crime or domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g) (9)). A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement, or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Applicants under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by applicants is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001). Condition of Employment: This Law Enforcement Position is a primary position. Emergency Essential Position. Must be able to obtain and maintain a Top Secret/SCI security clearance. Incumbent is required to submit financial disclosure documentation, OGE-450. Subject to pre-employment and subsequent drug and alcohol testing. Selectees will be subject to random drug and alcohol testing during employment; successful Drug and Alcohol test (negative results) must be achieved. Required to sign a Mobility Agreement. Unless previously completed, individuals selected for this position must satisfactorily complete a one-year probationary period to continue in this supervisory/managerial position. Selectee is entitled to Law Enforcement Availability Pay (LEAP) of up to 25% of base pay for availability to work substantial amounts of "unscheduled duty." This position requires employees to engage in moderate to arduous physical exertion. Employees must meet and maintain medical requirements for law enforcement officers (including medical examinations and physical abilities assessments). Employees may be required to engage in physically strenuous and stressful activities during potentially dangerous duties that include but are not limited to, the use of defensive tactics. This position requires employees to successfully complete all relevant training programs. Federal Air Marshals are required to carry a firearm and maintain firearms proficiency as part of conducting law enforcement activities. Federal Air Marshals may be required to use deadly force, if necessary. Selectees may be required to travel as a Federal Air Marshals at various times during the day and night, and this travel routinely requires overnight stays both domestically and internationally. Travel may include areas or locations that may be dangerous or present health hazards. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
