Program Analyst is in the Office of the Director, within the Corporate Planning Office (CPO) at the James A. Haley Healthcare System. The Program Analyst serves as the facility's control and coordination point for the timely and orderly development, design, and activation of projects in support of James A. Haley's Strategic Plan. This support includes development of web-based applications; modification of current applications, as well as office administrative functions.
Duties
The incumbent provides administrative support to the CPO relative to managing the
utilization of space, equipment, office supplies, managing travel, T&L, file management,
development of committee meeting minutes, managing calendars (i.e. setting up conference
calls, meetings, travel arrangements, etc).
Provides evaluative, analytical and planning support to the Corporate Planning Office. This
may include interpreting national administrative policies; developing and implementing local
policies; defining administrative requirements; and/or providing advice to senior
management on related issues.
The incumbent helps develop and implement web-based applications, especially in
SharePoint, to assist the CPO in providing oversight and processes in the areas of strategic
space planning, resource management, project management, project scheduling, acquisitions,
risk management and change management.
The incumbent will develop database applications, surveys and other tools to collect
required information and update reports.
Acts as a liaison with the Human Resources Management office; coordinates personnel
actions; maintains personnel-related records such as performance ratings, position
descriptions, awards,etc.; maintains and updates the Corporate Planning Office
organizational chart; ensures that the office adheres to reporting requirements at all levels
develops status reports or response materials for higher-level attention, review or signature.
Studies, analyzes, and develops ways to improve the productivity, effectiveness, and
efficiency of program operations.
Participate in data collection, validation, interpretation, analysis, and reporting of
appointment management, performance measures, patient data capture, electronic workload
capture, and health care data capture.
Maintain budget information, status of funds and other resources.
Support administrative staff with information and administrative assistance.
Work Schedule: MONDAY through FRIDAY, 8:00AM to 4:30PM

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Oversees clinic supervision to staff delegated to services performing clinic profile coordination and management functions. Coordinates all administrative needs of clinic profile building and maintenance, establishing he program goals, evaluating implementation, and data capture components for the facility. Participates in projects, task forces, and committees for problem-solving, education and software implementation. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree. OR,
2 full years of progressively higher level graduate education leading to such a degree , OR,
LL.B. or J.D., if related
