This position is located in the United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS), Office of the Administrator (OA), Business Operations, Mission Support, Information Technology Branch located in Washington, DC.
The incumbent is responsible for the information technology of FAS within its domestic and overseas offices and serves as the primary FAS liaison to USDA's Office of the Chief Information Officer.
Duties
The duties may include, but are not limited to:
Participates with high level officials in formulating IT policies and overall goals and objectives.
Support the CIO in protecting the network, ensuring all equities residing on the network are in compliance with cybersecurity policies and regulations and are protected.
Promotes awareness of security issues among management; assessing security events to determine impact and implementing corrective actions, etc.
Provides administrative and technical oversight to subordinate staff.
Acquires and manages resources, including leadership support, financial resources, and key security personnel, to support information security goals and reduce overall organizational risk.
Negotiates and resolves IT problems encountered and provides advice and guidance for the implementation of policies and plans.
Exercises significant responsibilities engaging with leadership and other departments, divisions, and/or branches within the organization.
Provides advice and counsel to employees, interviews, and selects candidates for positions within the organization, makes promotions and reassignments, hears, and resolves complaints from employees, initiates disciplinary action if required.
Coordinates all IT activities with other agency and organizational segments to ensure adequate programs and plans implementation.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

- Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
- Selectee must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Overseeing the management of agency's IT budget, including formulation, planning, and tracking of expenditures;
Planning, developing, and managing agency IT functions and implementing effective enterprise architecture and governance that aligns with the agency's strategic plan and best practices for IT and knowledge management;
Experience leading IT systems business process improvement projects from design, through contracting and
Developing and using metrics to evaluate effectiveness of IT services, products, and projects.
Note: There is no education substitution for this grade level.
