This position is part of the Office of Environmental Management - Richland Operations Office, Department of Energy. As a Management and Program Analyst, you will be performing a variety of studies/analysis designed to support the implementation and oversight of DOE O 450.2 Integrated Safety Management (ISM) programs established for the systematic integration of safety, into management and work practices, in order for missions to be accomplished efficiently while protecting the environment.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Experience in applying integrated safety management principles and safety culture attributes; analyzing performance data to measure organizational and safety culture performance and making recommendations for improvement. Experience implementing policies; managing programs and related projects; and evaluating progress of plans to determine whether overall objectives are being accomplished. Experience advising program managers on methods and procedures, performing management assessments, and developing and administering plans and procedures. SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Experience in applying integrated safety management principles and safety culture attributes; analyzing performance data to measure organizational and safety culture performance and making recommendations for improvement. Experience developing and implementing policies; managing programs and related projects; developing long-range plans and evaluating progress of plans to determine whether overall objectives are being accomplished. Experience advising making formal and informal presentations to higher echelons outlining objectives and milestones, status, and planned future actions. Experience as a Liaison to stakeholders and regulatory agencies; ability to effectively collaborate with all levels of employees, from front line to executive leadership; demonstrated organizational agility, business acumen, and ability to operate with a corporate perspective. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
