The primary purpose of the position is to exercise first-level supervisory and managerial authorities over a technical staff of civilian Information Technology (IT) experts responsible for the interoperability of command networks.
Duties
As the Network Operations Section Chief, performs administrative and technical duties as a first-level supervisor to direct and coordinate the day-to-day work of assigned personnel.
Analyzes complex operational and tactical processes and/or a variety of unusual problems, questions, or conditions relative to the development and employment of command, control, and mission information, processes, and systems (C2MIPS) in order to support mission activities.
Performs services as a senior technical expert for network operations equipment.

- Recall to duty may be a requirement of this position.
- This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. If requested, the incumbent must submit to urinalysis testing.
- Must possess and maintain a Top Secret/SCI clearance as a condition of employment.
- Information Assurance (IA) Certification may be a condition of employment. This position includes IA work as a paramount duty requirement. Incumbent must achieve the appropriate IA certification within 6 months of assignment of these duties.

- Professional certifications required as part of the job, 1AT Level II and CSSP specialty certification required within 180 days of being assigned to this position. Failure to receive proper IA certification may result in removal from this position.
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes: Application of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to C4 IT Systems and Cyber Operations; Applying IT system analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT network methods and principles to determine the feasibility of proposed new systems and applications software projects; Utilization of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to C4 IT Systems and Cyber Operations.
Ability to plan, organize, direct, mentor, motivate, and apprise the subordinate staff of an organization.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT network methods and principles; to determine the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software ensuring successful integration with existing and anticipated infrastructure in the database environment.
Knowledge of lT management information systems and applications software technology sufficient to isolate causes of problems between hardware, system, and applications software programs, to measure system performance, and/or to extend operating system capabilities to support organizational business processes and operations.
Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
