This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at Fort Belvoir, Virginia.

Duties

Serve as the Point Of Contact for coordinating care to ensure that sexual harassment complainants and sexual assault victims receive appropriate and responsive care. Conduct response activities in the event of a sexual harassment complaint or sexual assault. Ensures continuity of prevention and response activities in both garrison and deployed environments, as required by the commander. Provide policy guidance and other information for victims, subordinate and unit commanders.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Background checks against all records required by law, Office of Personnel Management, DoD, and Army policy or regulation will be conducted prior to entering on duty in the position.
  • State Criminal History Repository check is required for all states of residence in the previous five years.
  • Within six months of employment must successfully complete required Sexual Harassment and Assault Response and Prevention (SHARP) training, and obtain and maintain D-SAACP certification.
  • Must maintain an active D-SAACP certification and up-to-date commander appointment orders prior to having any victim contact or access to victim information.
  • Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
  • May be required to carry a cell phone and be on call 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization.
  • This position may require temporary duty (TDY) business travel up to 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes providing managerial and technical assistance in programs such as equal opportunity, sexual assault prevention and response; evaluating programs to identify and resolve systematic issues; directing program activities that emphasize prevention of sexual assault and harassment; and establishing information and interactive, engaging training to ensure understanding of the reporting procedures; establishing comprehensive policy that reinforces a culture of sexual harassment and sexual assault prevention, response and accountability. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
