The primary purpose of this position is to serve as an Information Technology (IT) for Alaskan Command (ALCOM), Communications Directorate (J6), executing responsibilities in multiple fields for planning and coordinating the installation, testing, modifying, upgrading, operation, troubleshooting, and maintenance of hardware and software systems.

Duties

Systems Administrator. Manages access and maintenance to IT systems and equipment for a joint organization. Administers the Network Security Program. Video Teleconference (VTC) Facilitator/Maintainer. Manage, schedule, coordinate, and conduct VTCs for a joint headquarters as required. Provides technical assistance, systems advisory service, and training.

  • May be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends, or holidays and is subject to short or no notice recall to duty during exercises, crises, or contingencies.
  • This position has been locally or command designated as Mission Essential performing a Mission Critical Function, which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Position designated as Key. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively.
  • Applicants for positions designated as key who do not agree to this condition shall not be extended an offer of employment. Employee must be removed from Ready Reserve and cannot become a member of Ready Reserve while assigned to this position.
  • Position designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing.
  • Work may require employee to drive a government motor vehicle. A valid driver's license is required for this position.
  • This position is Non-Combat Essential and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes: Application of IT network systems design principles, methodologies, and approaches used in planning, developing, testing, installing operating, administering, and maintaining network services that support functional requirements; Applying methods, techniques, and processes for the integration and optimization of LAN/MAN components, infrastructure requirements, and test and evaluation methods sufficient to install and operate command wide programs and provide technical guidance to others in designing, testing, operating and maintaining network programs; Implementing operating systems software; life cycle management concepts; IT infrastructure and security principles and methods; systems testing and evaluation principles and methods; and troubleshooting procedures; develop and evaluate test data to validate program modifications and migrate modifications into production systems. OR EDUCATION: Ph.D or equivalent Doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a Ph.D. or equivalent Doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of network systems (LAN/MAN) design principles, methodologies, and approaches used in developing, testing, installing operating, migrating, and monitoring network services that support functional requirements, and knowledge of network use and systems maintenance sufficient to give needed guidance or training to customers and workgroup managers to prevent problem recurrences. Knowledge of DoD, joint, and Service automated data processing and networking standards, policies, protocols, and techniques as well as configuration management concepts and practices. Knowledge of IT principles, practices, system analysis concepts and methods to install configure, test, and implement modifications and to interface hardware and software programs with operating systems; and operating systems software principles, practices, and methods; life cycle management techniques; IT infrastructure within an operating environment, and security methods and principles. Knowledge of functionality and operability of the current operating environment sufficient to determine requirements and integrate them with overall design and characteristics of operating systems hardware and software programs and to act as a quality assurance evaluator. Knowledge of performance management and measurement methods to monitor systems performance data and make application systems tuning adjustments to optimize performance and correct and prevent problems. Ability to communicate effectively in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
